PropNex anticipates overall application rates to be between 3.0 and 3.5 times.
PropNex has characterized the Housing and Development Board's (HDB) October 2025 Build-To-Order (BTO) launch as the largest since November 2022, featuring an offering of 9,144 flats across ten projects in eight towns.
This launch brings the total for 2025 to 19,723 BTO flats (29,975 including the Sale of Balance Flats), significantly exceeding standard annual supply levels.
The mix for this exercise includes four Prime projects, one Plus, and five Standard offerings.
According to PropNex’s analysis, this distribution consists of 41% of units classified as Prime, 16% as Plus, and 43% as Standard, demonstrating ongoing diversification in public housing under HDB's new classification model.
Two key projects are anticipated to generate considerable interest. Mount Pleasant Crest in Toa Payoh will provide 1,348 flats near the upcoming Mount Pleasant MRT station.
Situated in the Core Central Region, this project features a “white flat” layout option, which comprises open-concept units without internal walls.
Additionally, Berlayar Residences in Bukit Merah, part of the Greater Southern Waterfront, will offer 880 flats near Telok Blangah MRT and the Central Business District.
PropNex highlighted that the last BTO project in this region, launched in May 2021, achieved an application rate of 23 times. Berlayar’s Prime classification also includes a 14% subsidy recovery upon resale after the Minimum Occupation Period.
PropNex forecasts overall application rates between 3.0 and 3.5 times, with increased competition for larger units.
Only four of the ten projects are offering 5-room flats, amounting to 1,002 units available in Bedok, Jurong East, Sengkang, and Yishun, likely attracting strong interest from families seeking a second home.
This launch also introduces the Family Care Scheme’s Joint Balloting feature, enabling parents and children—regardless of marital status—to apply jointly for two flats within the same BTO project where 2-room Flexi or 3-room flats are offered.
Singles will benefit from expanded access as well, with 2,923 units of 2-room Flexi flats available—the highest supply in a single launch since at least February 2019. PropNex noted that the July 2025 exercise saw a subscription rate of 5.6 times for this flat type.
Shorter Waiting Time (SWT) flats, which have waiting periods below three years, are another attractive option, constituting 3,294 flats—or 36% of the total supply—across four projects, appealing to buyers looking for quicker occupancy.
Looking forward, the next BTO launch in February 2026 will offer around 4,600 flats across six projects in Bukit Merah, Sembawang, Tampines, and Toa Payoh.
