On October 28, the Wenzhou Municipal Government Information Office held a press conference on the industrial development of the Sea-Air Equipment Zone. Xie Zhongcheng, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Wenzhou Marine Economic Development Zone, introduced the construction progress and industrial development of the Sea-Air Equipment Zone.
The Wenzhou Marine Economic Development Zone is located at the intersection of Wenzhou's coastal industrial belt and riverside urban belt, with a core planned area of 69 square kilometers. It is one of the first batch of 14 national marine economic development demonstration zones. To date, it has attracted 43 industrial projects worth over 100 million yuan each, with above-scale industrial value added growing by 25.5%, manufacturing investment up 50%, and high-tech industry investment up 43.8%. In the first three quarters, GDP grew by 14.1%, maintaining high growth for three consecutive years.
At the beginning of the year, the municipal party committee and government, focusing on Wenzhou's new departure after surpassing one trillion yuan in GDP, proposed building a "one zone, five parks." After in-depth study of its own resource endowments and the marine industry development directions outlined in the province's "15th Five-Year Plan" marine development plan, especially the "marine aerospace equipment" industry, which is highly aligned with the Marine Economic Development Zone, it was decided to plan and build the "Sea-Air Equipment Zone," focusing on developing a "3+1" leading industry framework: deeply cultivating three major fields—offshore wind power equipment, marine intelligent equipment, and marine engineering new materials—while extending into future industries such as commercial aerospace.

At the start of the "15th Five-Year Plan," Wenzhou is making every effort to advance the construction of the Sea-Air Equipment Zone. What specific measures are currently being taken in planning guidance, industrial upgrading, and scientific innovation empowerment?

During the "15th Five-Year Plan" period, Wenzhou will adhere to policy front-loading, resource sinking, and precise empowerment, making sustained efforts from three dimensions—planning guidance, industrial upgrading, and scientific innovation empowerment—to build solid support for the high-quality development of the Sea-Air Equipment Zone.
01 Strengthen planning guidance and build high-level development platforms.
To actively strive for a new round of national marine economic development demonstration zone status, the Wenzhou Development and Reform Commission, together with the Marine Economic Development Zone, has planned and compiled the "Zhejiang Wenzhou Marine Economic Development Demonstration Zone Construction Plan" in advance, positioning the Sea-Air Equipment Zone as a core component and clarifying the goal of a "hundred-billion-level marine engineering equipment industry cluster," with deep cultivation in three major fields: offshore wind power equipment, marine intelligent equipment, and marine engineering new materials, while actively laying out future industries such as commercial aerospace. Currently, the new round of demonstration zone creation has been fully incorporated into the province's "1+5" construction system, forming a development pattern of province-wide coordination with Wenzhou and four other locations developing in a differentiated and synergistic manner. At the same time, efforts are being made to guide and cultivate emerging and future marine industries, actively promoting the Marine Economic Development Zone to create a provincial-level marine industry multiplication platform.
02 Focus on industrial upgrading and cultivate a robust industrial development ecosystem.
Targeting the main offshore wind power track, efforts are being made to host the energy session of the National Private Economy Innovation and Development Conference and the provincial marine clean energy industry and technology matchmaking exchange event, building a "industry-academia-research-government-enterprise-finance" cooperation bridge to help market entities precisely connect with industry resources and accelerate the landing of wind power equipment-related projects. Targeting the future commercial aerospace track, research on the city's commercial aerospace industry development plan is being conducted, and together with the Municipal Investment Promotion Bureau and Municipal Economic and Information Technology Bureau, the full industry chain map and supply chain capability list are being refined to accelerate the construction of a closed-loop industrial development ecosystem. At the same time, financial policy support for the marine economy is being increased, and together with the Wenzhou Branch of the People's Bank of China, the "Several Measures to Strengthen Financial Support for the High-Quality Development of Wenzhou's Marine Economy" has been issued, focusing on marine engineering equipment and commercial aerospace sectors, increasing financial support to address the financing difficulties caused by the large investment scale and long construction cycles of equipment manufacturing projects.
03 Deepen scientific innovation empowerment and strengthen the momentum for innovative development.
Build strong high-level innovation platforms, jointly with the Municipal Science and Technology Bureau, introduce national-level high-level scientific innovation carriers, provide full-process tracking services, and promote the landing and operation of the Zhejiang Branch of the National Wind Power Technology Innovation Center. Increase support for the construction of scientific and technological innovation platforms, providing over 4 million yuan in marine economic development fund subsidies to the center, concentrating resources to tackle key core technologies such as ultra-large megawatt wind turbines and floating offshore equipment, and promoting the center to become the main battlefield for core technology breakthroughs in deep-sea wind power equipment. Next, the Wenzhou Development and Reform Commission will continue to support the construction of the Sea-Air Equipment Zone, continuously improving the three support systems of planning guidance, industrial upgrading, and scientific innovation empowerment, helping the Sea-Air Equipment Zone become a national offshore wind power innovation highland, an East China sea-air industry integration highland, and a Yangtze River Delta sea-air equipment intelligent manufacturing highland.
The Sea-Air Equipment Zone targets four major tracks and a hundred-billion-level cluster. Compared with other domestic marine engineering and aerospace equipment industry platforms, what are the development advantages and core competitiveness of the Marine Economic Development Zone?

Compared with other industry platforms, the biggest feature of the Marine Economic Development Zone is not simply building a single equipment manufacturing base, but creating a "local manufacturing foundation + port-side industrial support + national-level scientific innovation platform" trinity of sea-air integrated industrial ecosystem. This is our differentiated core competitiveness. Specifically, there are three aspects:
Wenzhou Marine Economic Development Zone
01 Deep industrial foundation: Wenzhou has long accumulated advantageous industries such as high-end pumps and valves, high and low voltage electrical equipment, precision casting, and specialty new materials. Many products themselves are suitable for extreme working conditions such as deep-sea high pressure, aerospace cryogenics, marine strong corrosion, and typhoon resistance. The construction of the Sea-Air Equipment Zone can promote the transformation and upgrading of local manufacturing enterprises, upgrading ordinary industrial components to high-end supporting components for sea-air equipment. We are focusing on promoting local enterprises to enter the sea-air equipment supply chain, continuously increasing the local supporting rate, and forming a virtuous cycle of "chain leader landing, local supporting synchronous upgrading."
02 Broad development space: Sea-air equipment, especially offshore wind power complete machines, towers, and large marine engineering components, are large in volume and weight, with high land transportation costs and many restrictions, and must rely on port-side heavy cargo terminals. The Marine Economic Development Zone is located at the mouth of the Oujiang River, an important hub for sea-river combined transport, with superior deep-water channel conditions. The northern port area has 9 kilometers of high-quality coastline and can build 62 berths of ten-thousand-ton class or above. Even more valuable is that there are 3,800 mu of rear land area connected to the terminals, and the second phase across the road has 13,600 mu of developable industrial land. Some places in the province have land, some have terminals, but those with both ten-thousand-ton terminals and thousands of mu of hinterland are extremely rare.
03 Scientific innovation system support: The Zhejiang Branch of the National Wind Power Technology Innovation Center has been established, building a "innovation center + concept verification + pilot testing platform + incubator" system, jointly with the Wenzhou Research Institute of Tianjin University and major research institutions, targeting cutting-edge directions such as deep-sea floating wind power to tackle core technologies. The two frontier tracks of commercial aerospace and offshore wind power are achieving coordinated development in the same area, achieving the "up to the sky, down to the sea" industrial layout in the same park. Next, we will continue to amplify the superimposed advantages of local manufacturing, port hub, and scientific innovation system, focusing on building a Yangtze River Delta sea-air equipment intelligent manufacturing highland, an East China sea-air industry integration highland, and a national offshore wind power innovation highland, steadily advancing toward the goal of a hundred-billion-level sea-air equipment industry cluster.
Goldwind Technology's Wenzhou base serves as a deep-sea wind power zero-carbon headquarters base. What is the current progress in production and operations, order delivery, and technology research and development? Wenzhou Deep-Sea Offshore Wind Power Zero-Carbon Headquarters Base
In terms of enterprise operations, the company has developed rapidly since settling in Wenzhou in 2022. In 2024, its first year of production, it achieved main business revenue of 2.248 billion yuan and industrial output value of 1.5 billion yuan, ranking first in the Marine Economic Development Zone in output value. The Wenzhou base's output value in 2025 exceeded 3.1 billion yuan, and in the first half of 2026, output value achieved significant year-on-year growth, with operating indicators growing steadily.
In terms of building the "two seas" production capacity center, the Wenzhou deep-sea wind power zero-carbon headquarters base is Goldwind Technology's largest production base integrating lean, intelligent, and zero-carbon features, with an annual capacity of 250 sets of ultra-large deep-sea units. It is currently the only manufacturing base in the province capable of producing and shipping deep-sea units of 16 megawatts and above. Relying on the port collection and distribution advantages of the Marine Economic Development Zone, the base has delivered Wenzhou's first batch of exported wind turbines to Pakistan, and ensured order shipments to Belt and Road countries including Laos, Chile, South Africa, and India, achieving Zhejiang Province's "first wind turbine export order," letting "Chinese wind turbines go global."
In terms of scientific and technological innovation, the company leads the provincial vanguard project "Floating Wind Power Demonstration and Application Project" and Wenzhou major special projects and other research projects, participates in national key research and development projects and provincial vanguard projects, forming a "national-provincial-municipal" three-level research layout.
