Wang Jiangen, the former General Manager of Hunan Mobile, has only a few years remaining before his prison term concludes. Having served as the inaugural and longest-tenured General Manager of Hunan Mobile for over a decade, Wang Jiangen had seemingly retired safely, yet he was investigated in his third year of retirement. A particular detail in this case warrants attention.
Public records indicate that Wang Jiangen was born in December 1952 in Xiangyin County, Hunan Province. His career began as a technician at the Xiangyin County Post and Telecommunications Bureau, followed by gradual promotions where he successively held positions such as Deputy Director and Director at the Shaoyang City Post and Telecommunications Bureau and the Hunan Provincial Post and Telecommunications Administration. Following the spin-off of China Mobile in 1999, Wang Jiangen was appointed as the General Manager of Hunan Mobile, a position he held until his retirement in 2012, serving for a total of 13 years.
However, Wang Jiangen ultimately could not evade justice. In 2015, having been peacefully retired for three years, Wang Jiangen was investigated for suspected serious disciplinary violations. The investigation found that between 2000 and 2012, Wang Jiangen exploited his position to seek benefits for others, accepting money and property alone or jointly with others, amounting to approximately 10.197688 million yuan, a particularly huge sum.
During the trial, Wang Jiangen argued that he "never directly accepted a single bribe" and emphasized that he had returned part of the illicit funds through intermediaries before the case was exposed. Nevertheless, the court found Wang Jiangen guilty of accepting bribes and ultimately sentenced him to 11 years in prison. Investigated in 2015 and sentenced in 2018, he is due to regain his freedom in just a few years.
It is noteworthy that Wang Jiangen's corrupt activities were linked to his improper lifestyle. At a gathering in 2000, introduced by friends, Wang Jiangen met a young woman with whom he later developed an extramarital affair. Reports indicate that Wang Jiangen was even several years older than the woman's father. Furthermore, it was disclosed that participants in this gathering included Li Mou, a shareholder and actual controller of Talkweb Information Co. Notably, from 2004 to 2013, Hunan Mobile happened to be the largest customer of Talkweb Information.
Additionally, another major corrupt official in the communications sector, Quan Mingfu, while serving as Deputy General Manager of Hunan Mobile and later as General Manager of Yunnan Mobile, also accepted bribes from Talkweb Information.
