eVTOL Orders Surge, Next Step: Converting Intentions into Confirmed Contracts

As 2025 draws to a close, an increasing number of confirmed eVTOL (electric vertical takeoff and landing) orders are emerging.

At the 2025 Asian General Aviation Exhibition held in late November, companies such as Woofly Longview, Lanyi Aviation, and Zero Gravity Aircraft signed procurement agreements for eVTOLs. Among them, Woofly Longview finalized a confirmed order for 50 AE200-series aircraft with Hualong Aviation, outlining a clear delivery plan, and also secured a confirmed order with AirLink Express.

Previously, the eVTOL industry was characterized by a high volume of letters of intent (LOIs) but few confirmed orders—most agreements were non-binding reservations or LOIs without deposits or delivery schedules. Now, more orders are transitioning from paper to reality.

**The LOI Boom** This year has seen a surge in eVTOL orders. In November 2025 alone, seven eVTOL companies disclosed new agreements.

During the 8th China International Import Expo, Tianling Tech signed cooperation agreements and LOIs totaling 370 aircraft with Guiyang Low-Altitude Industry Development Co., Shaanxi Helicopter Co., Hainan Guangya General Aviation, and EFI Aviation. Volant Air secured 95 eVTOL orders worth RMB 2.375 billion from partners including Beijing E-Town International Leasing and Shenzhou Car Rental. Yufeng Future signed LOIs for 200 aircraft, exceeding RMB 2 billion, while Shitime Tech inked a deal for 100 E20 eVTOLs with ICBC Leasing.

Additionally, Huayu Xianxiang signed an RMB 1 billion LOI for 100 Honghu eVTOLs with Xiangjiang General Aviation on November 22. Zero Gravity Aircraft announced an 80-unit order for its ZG-ONE "Quefei" eVTOL on November 24, followed by Woofly Longview’s 50-unit AE200 LOI with Hualong Aviation on November 27.

However, most of these remain LOIs rather than confirmed orders. Industry insiders note that while not all LOIs will convert, they reflect buyers’ urgency to secure future air mobility capacity—a strategy validated in traditional aviation, where Airbus and Boeing face saturated production lines and multi-year backlogs.

**From LOI to Confirmed Order** Amid the LOI boom, confirmed eVTOL orders are gradually materializing.

Earlier this year, Volant Air secured its first confirmed orders for the VE25-100 model from China Southern Airlines General Aviation and Yajie Aviation. In August, Agricultural Bank Financial Leasing placed a confirmed order for 10 Volant Air "Tianxing" eVTOLs.

In February, Peak Flight announced a RMB 157 million confirmed order for 12 large eVTOLs from Hanyang Investment Development Group, covering cargo, firefighting, and 5-seat passenger variants.

In October, AVIC disclosed 20 confirmed orders for its heavy-lift AR-E800 eVTOL. November saw Zigong State-Owned Capital Investment Group sign a confirmed RMB 100+ million order for Volant Air’s VE25-100.

Volant Air CEO Dong Ming revealed that the VE25-100 has over 1,920 orders, including dozens of confirmed ones. Peak Flight reported 2,000 total orders, with 300 (15% conversion rate) confirmed by end-2025.

Notably, EHang has begun deliveries, shipping 121 units in the first three quarters of 2025, including 68 EH216-S/L models in Q2 and 42 autonomous eVTOLs (41 EH216-series and 1 VT35) in Q3.

While full-scale commercial deliveries hinge on obtaining Type Certificates (TCs), industry sources highlight that "special flight permits" or operational assessments can enable early demonstrations in emergency response scenarios, accelerating both technological refinement and order conversions.
