Reports suggest that during the latest annual rotation of the Hong Kong Exchanges and Clearing (HKEX) Listing Committee, which is responsible for approving initial public offerings, two prominent bankers have been nominated for membership.
According to sources cited in media reports, Nelly Pai, Head of Hong Kong IPO and Corporate Finance at JPMorgan Chase & Co., and Alexander Schrantz, Managing Director at Citigroup Inc., are the individuals in question.
These new appointees are expected to replace Stephen John Clark of HSBC and Terence Keyes of Morgan Stanley, both of whom are stepping down after completing six-year terms that began in July 2020.
Further reports indicate that Keith Choy, Senior Director of the Intermediaries Division at the Securities and Futures Commission (SFC), is also set to join the committee.
While HKEX declined to comment on the specific appointments, it stated that it welcomes experienced industry participants to the committee and will announce any changes at the appropriate time.
The committee, as described on the HKEX website, functions as both an independent administrative decision-making body and an advisory body.
Its responsibilities include overseeing the Listing Division, providing policy advice on listing matters to the Stock Exchange of Hong Kong, making key decisions regarding listing applicants and issuers, and serving as a review authority.
The committee is composed of bankers, auditors, lawyers, and investor representatives, with the HKEX Chief Executive serving as an ex-officio member.
According to the Stock Exchange of Hong Kong's 2025 Listing Committee Report, the committee processed 133 listing applications and conducted hearings for 26 disciplinary cases and 15 review cases during that year.
This potential committee reshuffle comes as Hong Kong regulators intensify their scrutiny of the quality of new listings coming to market.
