Imagine eating a meal delivered by drone or using a drone to capture an aerial video... Below the kilometers of altitude, the low-altitude economy is soaring with the wind. The application scenarios for drones are continuously expanding, consistently empowering fields such as logistics, cultural tourism, and agriculture.
As a typical representative of new quality productive forces, the robust development of the low-altitude economy—a trillion-yuan market—places particular importance on the support of professional drone piloting talent. Cultivating frontline technical personnel skilled in drone operation and maintenance is becoming a key link in driving the industry's sustained growth.
"When inspecting encroachments along high-speed rail lines, we use drones. In daily operations, drone operators are becoming increasingly important, yet there is a relative shortage of talent in this area," said Yao Zilong, a provincial CPPCC member and Director of the Disease Prevention and Control Center of China Railway Kunming Group Co., Ltd., using his own industry as an example to analyze the market's growing demand for drone operations and the challenges faced.
Through his research, Yao Zilong discovered that the drone pilot license issued by the Civil Aviation Administration of China (CAAC) is the statutory qualification required for commercial flight activities and a core competitive advantage for students seeking employment. Looking across the province, industries such as agriculture, forestry, surveying and mapping, power, security, and cultural tourism urgently need licensed drone pilots and maintenance personnel, but the local pool of certified talent is insufficient. The cost of obtaining a CAAC license, ranging from 5,000 to 15,000 yuan for training and examination fees, to some extent restricts the supply of skilled drone personnel.
To address this, Yao Zilong proposed in his motion that Yunnan Province, referencing the subsidy policies for vocational skills enhancement actions, provide a certain percentage or fixed-amount subsidy to students enrolled in drone-related majors at vocational institutions within the province who obtain a CAAC drone pilot license during their studies. For common aircraft types like multi-rotors within visual line of sight (VLOS), a subsidy of 2,000 to 3,000 yuan per person is suggested; for beyond visual line of sight (BVLOS) pilots for fixed-wing, vertical take-off and landing aircraft, and special aircraft types, a subsidy of 4,000 to 6,000 yuan per person is recommended; for students from formerly impoverished counties, border counties, or those identified as economically disadvantaged, the subsidy could be increased on top of the above amounts.
Simultaneously, he proposed establishing a linkage mechanism combining "curriculum-certificate integration + subsidies," encouraging institutions to integrate CAAC examination content into courses and practical training to improve certification pass rates. On the basis of introducing subsidy policies, vocational colleges are encouraged to establish majors in drone application technology, aiming to make Yunnan Province a significant national base for cultivating professional drone pilot talent. Furthermore, strengthening publicity, setting examples of "licensed employment, high-quality employment," and fostering a positive atmosphere that values skills and actively pursues certification will provide robust "flight-ready" talent support for Yunnan to seize the opportunities presented by the development of the low-altitude economy.
