On the afternoon of August 26, the fourth "10+N" City Management Directors Joint Meeting, focused on urban governance modernization and full-domain intelligent operations innovation, was held in Xinjiang. During the seminar, ONEWO's General Manager of the Government and Enterprise Customer Service Center and General Manager of ONEWO City, Song Lantao, delivered a keynote speech. He emphasized that urban renewal requires not only physical infrastructure improvements but also the establishment of sustainable operational and routine maintenance mechanisms. Market-oriented operational forces should leverage their professional expertise to achieve a triple role upgrade, becoming long-term operators of existing urban spaces, organizers of community convenience services, and key collaborative forces in grassroots governance.
According to Song Lantao, to achieve this goal, ONEWO has been exploring three key areas in recent years: model transformation, boundary expansion, and role upgrading. In terms of operational models, services are shifting from single-project management to contiguous area operations. ONEWO has proposed a district-based operational system using the street as the basic unit, a 3-kilometer service radius, and a 30-minute rapid response time, leveraging digital tools to coordinate and efficiently reuse human resources, materials, and operational assets. In terms of service boundaries, urban operations are extending from basic space management to resident convenience services. Communities serve as both the fundamental unit of daily life and a critical hub for urban public services. Around needs such as housing maintenance, elderly care and childcare, community commerce, and life services, operators must further connect with professional resources to fill gaps in doorstep services. In terms of participation methods, professional operational forces are no longer limited to task execution but are increasingly involved in grassroots coordination, community deliberation, complaint response, and emergency support. Under government leadership, through market empowerment, community participation, and resident collaboration, post-renewal urban spaces can form stable and sustainable operating mechanisms.
Lu Liang, General Manager of the Product and Capability Center at ONEWO City, delivered a separate presentation titled "Building an Ideal Place with Meticulous Craftsmanship." Lu Liang explained that the core of ONEWO's "Ideal Place" full-domain intelligent operations is to extend meticulous craftsmanship from a single management link to the entire process of urban spatial planning, construction, operations, and maintenance. This approach connects professional inspections, resource dispatch, on-site handling, and resident feedback, transforming them into stable daily governance capabilities.
Lu Liang shared an example from Shuimogou District in Urumqi, where a local state-owned platform and the operating entity of ONEWO's urban services business jointly established Urumqi Bowan Smart City Operation Management Co., Ltd. This entity has been exploring full-domain intelligent operations around the "people + machines + scenarios" model, using neighborhoods and communities as coverage units. It integrates city appearance inspections, community renewal, grassroots coordination, and emergency support into a unified patrol and handling system. To date, ONEWO's full-domain intelligent operations practices have been piloted in nearly 30 cities across China, covering scenarios such as central urban area governance, integrated operations and maintenance for industrial parks, transportation hub services, and public space management.
