On September 15, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the "15th Five-Year Plan for the Development of the Electronic Information Manufacturing Industry."
The plan highlights a focus on elevating the design standards of artificial intelligence chips, with an emphasis on strengthening technological breakthroughs and innovations in areas such as tensor core data flow organization, mixed precision, dynamic sparse computation, and unified memory architecture.
Targeting core performance metrics like low latency, high throughput, and low power consumption, the initiative aims to boost the comprehensive computing power of processors including General Purpose Graphics Processing Units (GPGPU), Application-Specific Integrated Circuits (ASIC), and System-on-Chip (SoC) solutions. Additionally, the plan outlines efforts to explore new technological pathways, such as deploying inference chips that feature tightly integrated software-hardware coupling.
