Junheng Biotechnology exemplifies Puyang's high-speed industrial economic development. After five years of independent research and development, the company successfully mastered the core "waste oil hydrogenation and deoxygenation-isomerization" technology, achieving a breakthrough in domestic SAF production and attracting customers from across the nation.
Standing at the conclusion of the "14th Five-Year Plan," Puyang's industrial economic development achievements are remarkable. In 2024, GDP exceeded 2 trillion yuan for the first time, with industrial added value growth rate ranking first in Henan Province. From January to August this year, the city's above-scale industrial added value increased by 8.1% year-on-year, industrial investment grew by 34.7%, and total retail sales of consumer goods reached 54.501 billion yuan.

Major project sites across Puyang's counties and districts buzz with activity - tower cranes standing tall, workers bustling, and machinery roaring. Qingfeng County's Yumujiang Furniture Manufacturing Co., Ltd. produces 300,000 solid wood furniture sets annually, with supply unable to meet demand. Nanyue County's Huale Technology produces bio-based degradable products from corn cobs for overseas export. Taiqian County's Jinhongyu Sports Equipment Company operates over 500 machines efficiently, producing 4 million shuttlecocks annually. Pillar industries including green home furnishing and new chemical materials are thriving.
At Puyang's August 1st conference on building a modern industrial system and deploying second-half economic work, companies including Puyang Huicheng Electronics, Yuyang New Materials, and Bader Fu (Puyang) delivered positive news. Puyang Huicheng's maleic anhydride derivative products maintain the largest domestic market share and rank among the global top three internationally. Yuyang New Materials achieved output value of 270 million yuan in the first half, up 31% year-on-year. In mid-September, Zhonghui New Energy conducted industrial chain calculations with companies including Guangming Chemical in Puwang Industrial Park. "3 million yuan in thermal energy provided by Guangming Chemical, we supplied 100 tons of butane to Shenghuade..." Enterprise collaborations strengthen, with scale benefits increasingly evident.
Puyang's core development strategy focuses on "grasping leading enterprises, forging industrial chains, and building clusters." Centered on six major clusters including new materials and 20 industrial chains including bio-based materials, Puyang pioneered establishing work advancement mechanisms including "working meetings and list management" across the province.
The city implements five systems including industrial chain "chief service officers" and improves four blueprints covering "industrial chains and technology."
During the "14th Five-Year Plan" period, Puyang's manufacturing industry has developed toward "innovation" and "intelligence." The city issued a four-year manufacturing multiplication action plan, clarifying 11 key tasks with five supporting lists. Since 2021, Puyang has secured 72.06 million yuan in provincial manufacturing high-quality development technical transformation subsidies.
In 2023, citywide manufacturing investment increased 44.3% year-on-year, ranking first in the province. In 2024, industrial investment grew 41.7% year-on-year, with manufacturing investment up 56.1%, ranking second provincially.
This year, 40 technical transformation re-lending projects passed review, with signed loan amounts totaling 1.721 billion yuan and 982 million yuan already disbursed.
Puyang's biodegradable materials industry cluster has become China's first closed-loop industrial chain cluster. Nanyue bio-based materials were incorporated into provincial industrial layout. The new refractory materials industry cluster was selected for the province's first batch of advanced manufacturing cluster lists. Four industrial clusters including oil and gas equipment were recognized as provincial specialized industrial clusters for small and medium enterprises.

Recently, a signing ceremony for the bio-based polytetrahydrofuran project was held at Nanyue National Bio-based Materials Industrial Park. "Combining Henan Biological Industry Group's technology with Nanyue's industrial foundation will strengthen our province's leading position in bio-based synthetic fiber raw materials," stated relevant Nanyue County officials.
This year marks a crucial period for concluding the "14th Five-Year Plan" and planning the "15th Five-Year Plan." Throughout Puyang, practical work and competition drive innovation and green development.
The business environment activates new momentum. Since 2021, Puyang's enterprise assistance achievements have been published 166 times by the provincial "Ten Thousand People Helping Ten Thousand Enterprises" activity promotion group. Junheng Biotechnology became the first private enterprise to receive Civil Aviation Administration airworthiness approval.
During the "14th Five-Year Plan," the city cultivated 42 national and provincial green factories and 3 provincial green industrial parks, along with 8 provincial smart factories and 25 smart workshops.
