To reduce costs, enhance efficiency, and stimulate market vitality in the catering sector while boosting domestic demand, consumption, and employment, Guizhou Province has introduced 13 measures across three key areas: lowering operational costs, improving quality and branding, and increasing support and services.

1. **Reducing Business Costs** - A dynamic pricing mechanism for state-owned property leases will be implemented. From January 1, 2025, to December 31, 2027, catering tenants leasing state-owned properties will receive a three-month rent waiver per year if they fulfill one-year contracts and pay rent on time. Short-term leases under one year are ineligible. - Private property owners are encouraged to reduce or defer rents to ease financial burdens on catering businesses. - Catering firms joining the Guizhou Cuisine Employment Training Alliance can access subsidies for employee skill development. - Struggling businesses may defer pension insurance contributions without late fees. - Direct sourcing partnerships between restaurants and agricultural suppliers will be promoted, along with the "farm + central kitchen + restaurant" model. - Online platforms are urged to cut or waive service fees for small and medium-sized (SME) catering merchants and offer training to enhance digital operations. State-owned platforms should lead in reducing commissions.

2. **Enhancing Quality and Branding** - Restaurants are encouraged to upgrade under national standards (e.g., GB/T13391-2009) and pursue accolades like "National Diamond-Grade Restaurants," "China Time-Honored Brands," and international recognitions (e.g., Michelin, Black Pearl). - The province will attract renowned domestic and international brands to open flagship stores, diversifying its culinary landscape. - Support will be given for chain expansions, green and healthy dining concepts, and coffee/tea brands to scale operations. - Digital platforms will be developed to assist SMEs with branding, standardization, and supply chain management.

3. **Strengthening Support and Services** - Provincial funds will back catering businesses, including dining voucher programs and staggered fiscal support. - Financial policies, such as preferential loans and tax relief, will be implemented: - VAT for small-scale catering taxpayers drops from 3% to 1%. - Those with monthly sales under ¥100,000 are exempt from VAT. - Small-profit catering firms enjoy a reduced 20% corporate tax rate (25% taxable income calculation). - Outdoor dining will be permitted in designated areas (e.g., pedestrian streets) under regulated conditions. - Local governments will issue outdoor dining guidelines while enforcing hygiene and competition standards. - Industry associations will be empowered to promote self-regulation and food safety compliance.
