On January 20, it was learned from the Nanjing Municipal Market Supervision Administration in Jiangsu Province that in recent years, the bureau has focused on key products newly included in the Compulsory Product Certification (CCC) catalog, such as commercial gas burning appliances and connecting hoses for gas appliances, to deeply advance certification supervision and steadily improve product quality and safety levels.
"Once newly included CCC products enter the market, their safety risks can have an amplified effect. However, most of the manufacturing enterprises are applying for certification for the first time and have an insufficient understanding of the process; therefore, managing product quality and safety must fully leverage the role of CCC certification in 'acting proactively and managing from the source'," a relevant official from the Nanjing Municipal Market Supervision Administration stated, adding that the bureau guides enterprises to achieve standardized production and firmly uphold the bottom line of product quality and safety through early intervention, whole-process supervision, and targeted services.
At the source level, the bureau conducts comprehensive inspections of all relevant certificate-holding organizations in the city, focusing on verifying whether enterprises continuously meet certification requirements and implement controls for key components and product consistency. In the distribution phase, supervision and random inspections are intensified, with closed-loop handling implemented for non-conforming products, thereby compelling enterprises to solidify their primary responsibility for product quality and safety. Since the beginning of 2025, the bureau has completed full-coverage inspections of 7 certificate-holding organizations for commercial stoves and hoses, identifying and rectifying over 50 issues.
"We have also jointly established a 'case clue notification' mechanism with certification bodies to strengthen the investigation and punishment of illegal activities such as 'manufacturing and selling without CCC certification'. Simultaneously, certification bodies assign 'certification liaisons' to enterprises, effectively resolving difficulties encountered during the certification process," the official said, noting that optimizing the integration mechanism of supervision and service relies critically on the role of certification bodies, which help enterprises closely link production with certification and reinforce the responsibility of all parties for product quality.
By integrating resources from industry associations, certification bodies, and other parties, the bureau promotes an overall enhancement in the quality management capabilities of CCC certificate-holding organizations. According to statistics, during the "14th Five-Year Plan" period, the total number of valid certification certificates in the city exceeded 70,000, with over 400 enterprises holding CCC certifications.
As regulatory actions continue to deepen, their effectiveness has extended from single-link rectifications to the optimization of the entire industry's ecosystem. Certificate-holding enterprises have significantly improved their understanding and execution of the certification system, driving the overall standardized operation of key process controls, inspection and testing, and quality management systems, leading to tangible improvements in the stability and consistency of product quality. Facilitated by the synergy between supervision and services, certification requirements are now more closely integrated with actual enterprise production, markedly reducing the risk of violations previously caused by misunderstandings or execution oversights, and increasingly strengthening the internal motivation for enterprises to pursue quality improvement.
The relevant official from the Nanjing Municipal Market Supervision Administration stated that, on the basis of consolidating existing achievements, the bureau will continue to refine the CCC certification supervision工作机制, keep a close watch on new products and risk areas, strengthen collaboration with certification bodies and laboratories, and promote the thorough implementation of certification requirements across all stages to provide solid quality support for the high-quality economic and social development of the city.
