Seven government ministries have jointly released an action plan designed to systematically foster collaborative innovation, ecosystem development, and openness among large, medium, and small enterprises within the platform economy.
The goal is to fully unleash the creativity and competitiveness of the platform economy and vigorously promote the deep integration of the real economy and the digital economy.
Platform Economy represents a new economic model centered on internet platforms where enterprises of all sizes coexist.
Currently, the development of China's platform economy is at a critical juncture of transformation and upgrading.
There is an urgent need to adapt to the new circumstances and requirements of socio-economic development and technological-industrial change during the "15th Five-Year Plan" period, thereby promoting collaborative development among large, medium, and small enterprises in this sector.
The action plan sets targets for 2028.
It aims to significantly elevate the level of collaborative development, establish a number of replicable and scalable collaborative innovation models, and cultivate a group of manufacturing "single champion" enterprises within the platform economy domain.
The plan also seeks to enhance the open sharing of key elements like technology and data, release three batches of platform openness lists, and select no fewer than 100 pilot projects for open platform resource scenarios.
Additionally, it targets the creation of over 10 service platforms and at least 60 implementable intelligent service application scenarios.
The action plan outlines key tasks and specific initiatives across three main areas: strengthening innovation collaboration, improving the ecosystem synergy system, and deepening open coordination.
These include guiding platform companies to bolster innovation in areas like general-purpose large language models, industry-specific models, and intelligent agents.
It also involves refining the gradient cultivation system for high-quality enterprises in the platform economy, deepening algorithm and traffic governance to promote algorithmic transparency, rectifying actions that infringe upon the legitimate rights and interests of businesses operating on platforms, and enhancing the inclusive service capabilities of platform enterprises' foundational models to optimize intelligent agent services for the common needs of small and medium-sized enterprises.
