Annual Application Required for Parenting Subsidy, Available Both Online and Offline

The Guangxi Zhuang Autonomous Region Health Commission and the Department of Finance recently jointly issued the "Implementation Plan for the Guangxi Zhuang Autonomous Region Parenting Subsidy System" (hereinafter referred to as the "Plan"), which outlines the eligibility criteria, application deadlines, procedures, funding sources, and distribution methods for the parenting subsidy.

According to the Plan, the parenting subsidy funds will be included in the budget of the Autonomous Region Health Commission, with 95% funded by the central government and 5% by the regional government. The subsidy will be distributed quarterly, with county-level health authorities disbursing the funds by the end of March, June, September, and December each year. Payments will be made via Guangxi’s "One Card" system to designated financial accounts, while subsidies for children in welfare institutions will be transferred to institutional accounts.

**Eligibility** Starting January 1, 2025, infants under three years old who are legally born or adopted and registered in Guangxi are eligible for the subsidy until they turn three. Orphans and infants under three without parental care are also included.

**Subsidy Amount** The current standard is 3,600 yuan per child annually. Infants born on or after January 1, 2025, can receive the subsidy for up to three consecutive years. For those born between January 1, 2022, and December 31, 2024, the subsidy will be paid from January 1, 2025, with prorated amounts for partial years. The subsidy is tax-exempt and excluded from income calculations for social assistance programs like low-income or special hardship support.

**Application Deadline** Applications must be submitted annually by December 31. For infants born on or after January 1, 2025, the first application must be made in the birth year or the following year, followed by two consecutive renewals. For those born before 2025 but under three, applications vary by birth year: - 2022 births: one-time application in 2025. - 2023 births: one application each in 2025 and 2026. - 2024 births: one application each in 2025, 2026, and 2027. Missed applications cannot be retroactively claimed, but eligible applicants may reapply the following year.

**Special Cases** For eligible infants who pass away on or after January 1, 2025, applications must be submitted in the year of death (or the following year for deaths in the birth year). Infants who died before 2025 are ineligible. For relocated households, subsidies must be applied for in the original registration area unless transferred to the new location.

**Application Process** Applications undergo a three-step process: submission, preliminary review by township/street offices, and final approval by county-level health authorities. Both online and offline options are available.

**Online Application** Parents or guardians can apply via the "Zhi Gui Tong" platform, WeChat, or Alipay’s "Parenting Subsidy" mini-program. Required documents include the birth certificate, household registration details, and bank account information (preferably linked to Guangxi’s "One Card" system). Applicants must verify the authenticity of submitted materials.

**Offline Application** 1. For infants in welfare institutions, applications are submitted by the institution at local service centers. 2. Special cases (e.g., failed facial recognition, lack of digital access, or inability to operate online) require in-person applications at township/street service centers.
