The Northern Seafarer Employment Service Platform was officially launched on June 3rd at the site of the 4th Tianjin International Shipping Industry Expo.
Developed through an upgrade by the Tianjin Maritime Safety Administration in collaboration with the Tianjin Seafarer Service Industry Association and the China Northern Talent Market, the platform aligns with national transportation development goals and leverages Tianjin's strategic position as a core northern international shipping hub.
It aims to enhance the quality of seafarer employment and foster high-caliber development within the maritime workforce through standardized, professional, and information-driven services.
Key Platform Features
The platform's core function is the precise matching of job supply and demand, utilizing an innovative collaborative model that integrates maritime authorities, industry associations, and public talent services.
This enables the entire process of company job postings and seafarer resume submissions to be conducted online.
Tianjin Maritime Safety Administration officials stated that the platform rigorously vets the service qualifications of participating companies and the job information they publish, leveraging greater industry credibility, professional service standards, and integrated functionality to help seafarers find employment with confidence and ease.
Expanded Service Scope
Building on the established public human resources service framework of the China Northern Talent Market, the platform not only lists seafarer positions but also includes a dedicated module for shore-based management roles within the shipping industry.
This design facilitates dual career development paths for seafarers, connecting maritime service with onshore career transitions, thereby creating a comprehensive, lifelong career development channel that strengthens Tianjin's role as a talent hub for the shipping sector and solidifies the human resource foundation for the northern international shipping core area.
Addressing Industry Needs
The jurisdiction of the Tianjin Maritime Safety Administration's seafarer management and services covers two municipalities and seven provinces, registering approximately 95,000 seafarers for ocean-going vessels, which accounts for about 10% of the national total, establishing it as a significant seafarer resource center in northern China.
In response to challenges such as information asymmetry in the seafarer job market and limited channels for transitioning between sea and land-based careers, the platform is tailored to industry demands.
It integrates functions for job matching, industry news distribution, and online training. Since its launch, nearly 30 seafarer dispatching and service agencies have registered, posting over 260 job vacancies.
Future Development Plans
Moving forward, the Tianjin Maritime Safety Administration plans to iteratively upgrade the platform's features based on feedback from companies and seafarers.
The goal is to attract more high-quality enterprises, enrich supporting services such as policy interpretation and seafarer rights protection, and contribute to the construction of Tianjin's northern international shipping core area through comprehensive talent services, ultimately promoting high-quality employment and the high-caliber development of China's seafarer workforce.
