The province will carry out key industrial technology innovation actions, focusing on industrial needs such as industrial machinery and artificial intelligence, and layout major scientific and technological projects. The goal is to achieve approximately 300 landmark major innovation achievements by the end of the "15th Five-Year Plan" period. Zhou Naixiang, Deputy Secretary of the Shandong Provincial Party Committee and Governor of the province, stated that to build Shandong into a nationally significant regional innovation hub, a highland for talent aggregation, and a source of scientific and technological innovation, the province will leverage the leading role of strategic scientific and technological forces like the Laoshan Laboratory. It will accelerate the preliminary research and construction of major scientific installations, strive to establish a national regional scientific and technological innovation center, and continuously strengthen the foundation for scientific and technological innovation. Centered on the concept of "helping enterprises find technology and achievements find markets," Shandong will strengthen the Shandong Technology Exchange Market and support leading enterprises in forming innovation consortiums. The province will implement 25 measures related to talent policies, deepen the reform of classified evaluation for scientific and technological talent, and promote the "mutual appointment and shared use" of high-level talent among universities, research institutes, and enterprises. Furthermore, Shandong will implement the Industrial Capability Leapfrogging Project. Sun Aijun, Director of the Shandong Provincial Development and Reform Commission, introduced that during the "15th Five-Year Plan" period, Shandong will establish 50 specialized clusters in areas such as high-end equipment and information technology, aiming to expand and double the scale of emerging industries. To gain an edge in cutting-edge fields like quantum technology, bio-manufacturing, and deep-sea and polar research, the province will cultivate and attract more future-leading enterprises and projects to take root. By coordinating various policy funds and industrial investment funds, Shandong will focus on supporting around 100 provincial-level digital industry projects annually. In sectors such as smart manufacturing, unmanned driving, and low-altitude delivery, the province will concentrate on creating 366 demonstration application scenarios for artificial intelligence.
