Kweichow Moutai Co.,Ltd. has another senior executive under investigation. On the evening of March 13, the Guizhou Provincial Commission for Discipline Inspection website announced that three county and department-level cadres in Guizhou Province were undergoing disciplinary review and supervision investigation. Among them was Jiang Yan, the Financial Director and Board Secretary of Kweichow Moutai.
Prior to Jiang Yan, several former senior executives of Kweichow Moutai have been successively investigated. From Yuan Renguo to Gao Weidong, and then from Gao Weidong to Ding Xiongjun, the company's three former top leaders have fallen from grace one after another. Perhaps the precedents set by these former leaders did not serve as a sufficient warning for its current management.
Jiang Yan's annual salary for 2024 exceeded 810,000 yuan. According to a joint announcement from the Discipline Inspection Commission and Supervision Team stationed at Kweichow Moutai and the Zunyi Municipal Commission for Discipline Inspection, Jiang Yan, a member of the Kweichow Moutai Party Committee, Vice President, Financial Director, and Board Secretary, is suspected of serious violations of discipline and law. She is currently undergoing disciplinary review by the stationed inspection team and supervision investigation by the Zunyi commission.
Public information shows Jiang Yan was born in June 1977 and holds a Bachelor of Laws and a Master of Business Administration. After graduating from the Economic Law program at Guizhou University's Law Department in 2001, she entered the banking system. In 2012, she participated in establishing the Guizhou branch of Industrial Bank and joined the Moutai Group, leading the establishment of Kweichow Moutai Group Finance Co., Ltd. as its Risk Director. Since 2014, she has successively served as Chairman of Moutai (Shanghai) Financial Leasing Co., Ltd. and Moutai Jianxin (Guizhou) Investment Fund Management Co., Ltd.
In November 2021, Kweichow Moutai announced a board resolution appointing Jiang Yan as a Vice President and Financial Director of the listed company, and designating her to act as Board Secretary. On January 19, 2022, Kweichow Moutai formally appointed Jiang Yan as Board Secretary. In 2024, her total pre-tax compensation from the listed company was 818,400 yuan.
In recent years, Jiang Yan could be considered a veteran of Kweichow Moutai, having served under three chairmen: Ding Xiongjun, Zhang Deqin, and Chen Hua. She worked the longest with Ding Xiongjun during his tenure at the listed company. Ding Xiongjun took over the chairman role from Gao Weidong at the end of August 2021 and served until April 29, 2024. At that time, Kweichow Moutai announced that, based on relevant documents from the Guizhou Provincial People's Government, Zhang Deqin was recommended as a director and chairman candidate, and it was suggested that Ding Xiongjun be relieved of his duties as chairman and director. Ding Xiongjun was transferred to become the Director of the Guizhou Provincial Market Supervision Administration.
On January 2, 2025, news from the Guizhou Provincial Commission for Discipline Inspection stated that Ding Xiongjun, Party Secretary and Director of the Guizhou Provincial Market Supervision Administration, was suspected of serious violations of discipline and law and was undergoing disciplinary review and supervision investigation. On April 30 of the same year, the Standing Committee of the Guizhou Provincial People's Congress decided to remove Ding Xiongjun from his position as a delegate to the 14th National People's Congress. His case is still under review, with no new official announcements.
Before Ding Xiongjun, two other top leaders of Kweichow Moutai were implicated in corruption and imprisoned. On September 23, 2021, the Guiyang Intermediate People's Court in Guizhou Province delivered a first-instance verdict in the bribery case of Yuan Renguo, sentencing him to life imprisonment for bribery and confiscating all personal property. The court found that from 1994 to 2018, Yuan Renguo used his positions, including senior roles at the Kweichow Moutai Distillery, to assist others in obtaining Moutai distribution rights, sub-distribution, and increased supply, illegally accepting财物 equivalent to over 113 million yuan. Yuan Renguo died of illness on September 9, 2023, at age 66.
On May 13, 2022, the Guizhou Provincial Commission for Discipline Inspection website first disclosed that Gao Weidong was suspected of serious violations and was undergoing investigation. On the evening of December 14 that year, Gao Weidong was expelled from the Party and dismissed from public office. Nearly two years after his fall, Gao Weidong's bribery case reached a first-instance verdict in February 2024. He was found to have illegally accepted财物 worth up to 110 million yuan and was sentenced to life imprisonment. The court found that from 1999 to 2022, Gao Weidong used his positions, including Director of the Guiyang Transport Bureau and Vice Mayor of Guiyang, and later as Party Secretary and Chairman of Moutai Group, to provide assistance in company operations, project contracts, land development rights, and liquor purchases, directly or indirectly accepting财物 equivalent to over 110 million yuan, of which over 46.56 million was not actually obtained.
A list of other fallen Kweichow Moutai executives includes: Nie Yong, former director and chairman of Moutai Group E-commerce, arrested in May 2019; Gao Shouhong, former Party Committee Member and Vice President of Moutai Group, investigated in August 2019; Liu Zili, former Party Secretary and General Manager of Moutai Group, investigated in September 2019; Xiao Huawei, former Vice Chairman and General Manager of Moutai Group E-commerce, investigated in October 2019; Ma Yupeng, former Assistant General Manager of Kweichow Moutai and General Manager of its sales subsidiary, investigated in November 2019; Wang Jing, former head of series liquor at Moutai Group E-commerce, arrested in November 2019; Wang Chonglin, former Vice President of Kweichow Moutai and Chairman of its sales company, investigated in December 2019; and Du Guangyi, former Party Committee Member and Vice President of Kweichow Moutai, arrested in December 2019, four years after his retirement. Zhang Jiaqi, former Vice President of Kweichow Moutai, was investigated for serious violations in July 2020, with his case transferred to prosecutors in November 2020.
