On October 14, the Qinghai Provincial Department of Civil Affairs, together with State Grid Qinghai Electric Power Company, issued the "Notice on Further Standardizing the Distribution of Electricity Subsidies for Minimum Living Guarantee Recipients and Extremely Impoverished Persons Under Special Support" (hereinafter referred to as the "Notice"), establishing a full-process management mechanism for residential electricity subsidies for disadvantaged groups, with an estimated annual reduction of 8 million yuan in electricity fees for urban and rural disadvantaged residents across the province.
The "Notice" unifies policy standards to achieve precise coverage of "two categories of users." For minimum living guarantee recipients and extremely impoverished persons under special support, a subsidy of 10 kilowatt-hours of electricity per household per month is implemented, with reduction and exemption policies applied by category. Among them, for "one household, one meter" users, the electric power company directly reduces fees in the current month based on the civil affairs guarantee list; if electricity consumption is less than 10 kilowatt-hours, the reduction is based on actual usage, and if it reaches the standard, a fixed amount is reduced. For shared-meter users, annual centralized accounting is implemented, relying on automatic data matching between the systems of the two departments, with subsidies calculated based on the duration of guarantee and disbursed in a lump sum through social security cards or bank cards, ensuring that policy benefits reach every household accurately without omission.
The "Notice" specifies that civil affairs departments must push "one household, one meter" information before the 25th of each month, and the electric power company must complete reduction processing or return abnormal data before the 5th of the following month. For issues such as multiple guaranteed recipients in one household or failed household number matching, the shared-meter user approach is temporarily applied for the current month, using digital means to prevent policy idling and safeguard the rights and interests of the people. For shared-meter user subsidy funds, unified province-wide scheduling and tiered allocation are implemented, specifying verification and application before January 15 each year, provincial-level allocation by the end of January, and county-level disbursement with feedback on results by the end of March, building a closed-loop fund management system across provincial, municipal, and county levels. Subsidy funds adhere to separate account accounting and dedicated use, with embezzlement, misappropriation, or diversion strictly prohibited, ensuring funds reach the accounts of disadvantaged people in full.
