Li Yunze, the former Party Secretary and Director of the National Financial Regulatory Administration (NFRA), has been removed from his position as a deputy to the 14th National People's Congress (NPC) due to serious violations of discipline and law. The Standing Committee of the Sichuan Provincial People's Congress recently disclosed this matter in its 2026 third official bulletin.
The bulletin indicates that on May 27, 2026, the 27th meeting of the Standing Committee of the 14th Sichuan Provincial People's Congress approved the motion to recall Li Yunze. This result was also reported to the Standing Committee of the 14th National People's Congress for filing and public announcement. On June 26, 2026, the NPC Standing Committee officially announced Li Yunze's removal.
Li Yunze was dismissed from his posts as Party Secretary and Director of the NFRA on April 28, 2026. The following afternoon, the NFRA's official website removed his information from the "Leadership" section. On May 29, 2026, Ding Xiangqun, former Party Secretary and Chairman of the People's Insurance Company (Group) of China Limited, succeeded Li as the NFRA's Party Secretary, later also assuming the role of Director.
Born in 1970, Li Yunze is a native of Yantai, Shandong Province. From September 1989 to July 1993, he studied at Tianjin University, majoring in Capital Construction Management Engineering and Marxist Fundamentals. After graduation, he joined the People's Construction Bank of China (renamed China Construction Bank in 1996, hereinafter referred to as CCB).
During his tenure at CCB, Li Yunze held various positions, including: cadre at the Qixiangtai Road Savings Office and Business Office of the Tianjin Heping Sub-branch; cadre in the Planning Department, Deputy Director of the Nanmenwai Sub-office, and Deputy Section Chief (presiding) of the Asset Preservation Department, all at the Tianjin Heping Sub-branch; Principal Staff Member at the Head Office's Asset Preservation Department; Deputy Director, Director, and Assistant to the President of the Planning and Finance Department at the Tianjin Branch; temporarily assigned officer to the Head Office's Restructuring Office and Management Mechanism Reform Promotion Office; Deputy President and Party Committee Member of the Tianjin Branch; Deputy General Manager of the Planning and Finance Department at the Head Office; General Manager of the Strategic Planning and Equity Investment Department at the Head Office; and President and Party Committee Secretary of the Chongqing Branch.
In July 2016, Li Yunze left CCB after 23 years of service to become a Vice President and Party Committee Member of the Industrial and Commercial Bank of China. In September 2018, during a nationwide selection of "financial vice governors" across multiple provinces, Li Yunze was appointed as Vice Governor and Party Member of the Sichuan Provincial Government, thereby attaining the rank of Vice-Ministerial level. He later served as a member of the Standing Committee of the Sichuan Provincial Party Committee, Vice Governor and Party Member of the Provincial Government, and finally as a member of the Standing Committee and Deputy Secretary of the Party Leadership Group of the Provincial Government.
In May 2023, as part of the Chinese government's institutional reform, the China Banking and Insurance Regulatory Commission was abolished, and the National Financial Regulatory Administration was established. Li Yunze was appointed as the NFRA's Party Secretary and Director, achieving the rank of Ministerial level. In the same year, he was elected as a deputy to the 14th National People's Congress at the first session of the 14th Sichuan Provincial People's Congress.
