Exclusive: Former CHINA TOWER CFO Gao Chunlei's New Role Revealed, Appointed as External Director of CCCC

According to public information, China Communications Construction Group (CCCC) has appointed Gao Chunlei and others as external directors of the group, a development that also reveals the latest career move of the former General Manager of China Telecom's Heilongjiang branch.

Gao Chunlei previously held positions at China Telecom and CHINA TOWER, rising to the role of Deputy Party Secretary of the CHINA TOWER Group, which earned him significant recognition within the industry.

Since transitioning to a full-time external director for a central state-owned enterprise in 2024, Gao Chunlei has maintained a low profile; this latest appointment signifies that his current position is highly regarded.

Records indicate that Gao Chunlei was born in 1967 and is now 59 years old.

Whether serving as a senior executive in a central enterprise or as a full-time external director, Gao Chunlei has not reached retirement age, clearly indicating he remains a senior executive with substantive responsibilities; furthermore, full-time external directors for central enterprises do not retire at 60 and can serve longer.

It is reported that Gao Chunlei spent the early part of his career in the postal and telecommunications industry, joining the system after graduating from the Beijing Institute of Posts and Telecommunications with a degree in management engineering, eventually rising to the position of Deputy Director of the Jingzhou Telecommunications Bureau in Hubei Province.

Following the separation of postal and telecommunications services, Gao Chunlei became the Deputy General Manager of China Telecom's Hubei branch; at that time, he was 36 years old, making him a very young deputy-level executive.

In 2012, the 45-year-old Gao Chunlei was promoted to General Manager of China Telecom's Heilongjiang branch, once again becoming one of the youngest provincial-level company heads in the industry.

In 2014, with the establishment of CHINA TOWER, Gao Chunlei was transferred to the CHINA TOWER Group as its Chief Financial Officer, and in 2022, he was reassigned as the Group's Deputy Party Secretary, becoming the third-highest ranking official in the group.

In 2024, the 56-year-old Gao Chunlei's position changed again, as he was appointed as a full-time external director for a central state-owned enterprise.

This differs from the typical appointment of external directors post-retirement, as it is a substantive senior executive role; his concurrent appointment as an external director for China Communications Construction Group demonstrates that he continues to be highly valued.

Liu Ping, Deputy Editor-in-Chief of the website, noted that in recent years, the three major telecommunications operators have cultivated numerous outstanding talents, with many senior executives at the deputy level or above being appointed as full-time external directors for central enterprises; at the group level, examples include Li Fushen, the former Deputy Party Secretary of the China Unicom Group, who is now a full-time external director for China Energy Conservation and Environmental Protection Group and is five years older than Gao Chunlei—both are considered proud achievements of the telecommunications industry.
