Shanxi Province Initiates Applications for "AI+" Industry Innovation Consortiums

To accelerate the deep integration of artificial intelligence with the real economy and support the transformation of the resource-based economic model, an application process for 2026 "AI+" industry innovation consortiums has been launched.

The initiative, announced jointly by the Shanxi Provincial Development and Reform Commission, the Provincial Data Bureau, and the Provincial Cyberspace Affairs Commission, focuses on key sectors including energy, manufacturing, culture and tourism, agriculture, healthcare, education, transportation, and short-form video content.

The program encourages leading industry enterprises, large-scale model companies, universities, and research institutes to form strong partnerships.

The goal is to establish a tightly integrated collaborative framework encompassing "data + computing power + large models + application scenarios" to advance AI industry applications from experimental phases to full-scale production.

The effort aims to accelerate the development of an AI application ecosystem, tackle challenges related to reluctance, hesitation, and lack of know-how in adoption, and provide robust support for cultivating a distinctive, competitive, and integrated intelligent economy.

The consortium formation follows principles of openness, fairness, and voluntary participation, inviting relevant entities within the province to apply.

The Provincial Development and Reform Commission will engage a third-party evaluator to conduct a comprehensive assessment of each applicant's foundational work and consortium formation plan.

The supported fields emphasize application-driven development and technological innovation across the entire AI industrial chain, from foundational and framework layers to model and application layers.

Building on Shanxi's strengths in the aforementioned sectors, the initiative seeks to pool critical resources, break down collaboration barriers between scenario demand entities and technology providers, and develop high-quality industry-specific datasets.

Leveraging the province's abundant computing resources, the consortia are tasked with developing industry-specific large models (L1) and scenario-application large models (L2) to address core industry challenges and deliver tangible results.

The objective is to solidify the "data + computing power + large models + scenarios" framework, creating a synergistic "flywheel effect" that boosts AI innovation capabilities, fosters the emergence of exemplary application scenarios, and stimulates the growth of the intelligent economy.

Consortium Requirements and Scopes

Each consortium must concentrate on a specific industry, targeting innovative application scenarios that address developmental needs, industry aspirations, and urgent enterprise challenges through collaborative "AI+" innovation.

Firstly, the chosen application scenario should focus on long-standing pain points that hinder industry progress.

Secondly, it should be an area with significant potential for AI empowerment but where provincial industry application is still in early stages, potentially leading to disruptive or transformative impacts on the sector.

Scenarios like "knowledge Q&A," which already have established scale and relatively mature technology, are not recommended as primary focuses for consortium projects.

Thirdly, the application scenario must possess potential for industry-wide adoption, capable of generating substantial economic returns and social benefits at scale, thereby promoting industrial transformation and upgrading.

Consortium Composition

A consortium must cover the full AI industrial chain and consist of no fewer than four entities, including at least one leading provincial industry enterprise, one large model-related company, and one university or research institute.

Participation from computing power suppliers, data commerce firms, and AI integrators is encouraged.

All member units must have a sound credit standing, with no record of失信行为 (dishonest conduct) under enforcement during the惩戒执行期 (penalty period) and no inclusion on relevant social credit "blacklists."
