Speaking at FinTech Week, Hong Kong's Secretary for Financial Services and the Treasury, Hui Ching-yu, said the Financial Development Bureau is examining the risks brought by agentic artificial intelligence and the measures to address them.

He noted that generative AI sandbox testing has already been expanded from the banking sector to the securities and insurance industries, stressing the need to ensure coverage across different areas of the financial sector, including the Mandatory Provident Fund.

He pointed out that with the rise of agentic AI, there has been an increasing amount of false and fabricated information aimed at luring and deceiving investors.

The authorities will consult the market within this year on how to formulate a legal framework to ensure the early detection and elimination of deepfake advertisements and similar content, so as to protect investors from being misled.

He mentioned that HKEX (ASX: 00388) is preparing to launch a multi-asset tokenization platform within this year, which will initially pilot carbon credit trading and will also include warehouse receipts from the London Metal Exchange (LME) Hong Kong warehouse.

He added that promoting the sustainable development of the fintech industry requires the establishment of a suitable regulatory system, and the authorities plan to submit a bill to the Legislative Council before the end of the year to regulate advisory services, trading, custody and management of digital assets.
