Focus on Key Initiatives to Strengthen Agricultural Foundation and Ensure Food Security in Tonghe

Since the beginning of the year, Tonghe County has focused on key tasks such as stabilizing grain planting areas, implementing large-scale projects to boost per-unit grain yield, and advancing agricultural socialized services. Early planning and deployment have ensured the steady progress of all spring farming preparations, laying a solid foundation for a full year of abundant grain harvests.

The county has strictly implemented grain planting targets. Through extensive publicity efforts, favorable policies—including differentiated subsidies for soybeans, crop rotation pilot programs, and prioritized socialized services for soybean trusteeship—have been effectively communicated to farmers, enhancing their enthusiasm for soybean cultivation. According to statistics, the planned grain crop planting area for the county this year is 1.878 million mu, including 1.191 million mu of rice, 208,000 mu of corn, and 479,000 mu of soybeans, exceeding the assigned targets.

Efforts have been made to promote large-scale farming models. The county actively encourages village collectives to establish cooperatives. This year, 46 villages have adopted large-scale operations, covering an area of 318,100 mu, including 279,800 mu of paddy fields and 38,300 mu of dry fields, benefiting 2,301 farming households. For key crop varieties, partnerships with seed companies have secured policy discounts of 0.5 yuan and 0.2 yuan per jin, respectively. In fertilizer procurement, direct supply agreements with Beifeng Group have been implemented with zero price differences. Regarding order contracts, 27 large-scale operation villages have signed contracts covering 181,200 mu with enterprises. In terms of new technology promotion, the county government has introduced interest-subsidized loan policies to promote wide-narrow row transplanting for rice, resulting in the procurement of 35 wide-narrow row transplanters to help increase rice yields.

Scientific and technological training and guidance have been strengthened. Focusing on new varieties, technologies, and models, high-yield and efficient techniques such as wide-narrow row transplanting for paddy fields, dense planting on large ridges, triangular pattern sowing, and integrated shrimp-rice farming have been promoted. Agricultural experts have conducted targeted technical training in villages, with 39 online sessions and 10 offline centralized training sessions held. The "Agricultural Production Technical Guidance Manual" has been distributed, and on-site technical explanations have been provided to ensure farmers quickly master these methods, helping them improve their scientific farming practices.

The supervision of agricultural inputs markets has been intensified. A special campaign to crack down on counterfeit agricultural inputs during the spring season has been carried out to comprehensively purify market order, strongly guarantee the supply and quality safety of agricultural inputs, and prevent incidents that harm farmers. The Agricultural Comprehensive Administrative Law Enforcement Brigade has completed three rounds of full-coverage inspections, resulting in four cases being filed for investigation. Financial institutions have been engaged to simplify loan procedures, with door-to-door services provided for special users, accelerating the disbursement of agricultural loans to ensure timely procurement of production materials without delaying farming schedules.

Agricultural machinery maintenance has been advanced. County and township-level agricultural machinery experts have been organized to visit machinery cooperatives and large-scale machinery households to guide equipment maintenance. "Agricultural Machinery Safety Knowledge Manuals" have been distributed, and reflective stickers have been applied to enhance safety awareness. Over 13,000 tractors and supporting agricultural tools in the county have been timely inspected and put into service for spring farming preparations.
