Ma Lixin, head of Tongliao Water Conservancy Planning and Design Research Institute Co., Ltd., praised the training after attending a session with the Ethnic Minority Special Training Expert Service Team on September 16, saying, "This training closely matched Tongliao's water resource conditions, and both the course content and expert guidance were highly practical. As a frontline worker in water conservancy survey and design, I will apply what I've learned to my daily work and contribute to the high-quality development of Inner Mongolia's water sector."
During August and September, the "Tongliao Tour of the Ethnic Minority Special Training Expert Service Team" was held, organized by the Center for Overseas Students and Expert Services of the Ministry of Human Resources and Social Security and the Department of Human Resources and Social Security of Inner Mongolia Autonomous Region. More than 20 senior experts went to fields, farms, and art schools to carry out intellectual support through diagnosis and guidance, delivering valuable knowledge and experience.
The initiative leveraged a high-level expert think tank to precisely target local needs in water conservancy, forestry and grassland, ecology, and culture and the arts. Through models such as "expert lectures plus on-site guidance" and "thematic seminars plus one-on-one masterclasses and special concert teaching demonstrations," it empowered frontline technical staff to enhance their professional skills, laying a solid talent foundation for regional ecological protection and cultural advancement.
During the event, an expert team led by Wang Hao, an academician of the Chinese Academy of Engineering and a specialist in hydrology and water resources, and composed of 10 researchers from institutions like the Development Research Center of the State Council, the China Institute of Water Resources and Hydropower Research, and the Chinese Academy of Geological Sciences, focused on key areas such as West Liao River basin governance and Horqin Sandy Land comprehensive management. They delivered six keynote reports and visited frontline sites for forestry and grassland ecology, high-standard farmland construction, and water conservancy projects, offering on-site teaching, interactive Q&A, and direct exchanges with local technicians, farmers, and herders, providing intellectual support for Tongliao's water ecology protection and the "Three-North" project campaign.
A separate team of more than 10 experts from Minzu University of China, the Central Song and Dance Ensemble, and the Central Conservatory of Music provided guidance to artists and performers from Inner Mongolia Minzu University, Horqin Vocational College of Art, Tongliao Vocational College, and Ulan Muqir troupes across various banners and counties. Their training covered vocal techniques and artistic expression, ethnic orchestral conducting and composition, and the preservation and development of minority music, establishing a platform for professional learning and exchange.
The team also visited Horqin Vocational College of Art, offering targeted Q&A and guidance that addressed trainees' specific weaknesses and learning needs, helping them close skill gaps and refine their craft. A special showcase concert was held simultaneously, blending expert demonstration performances with student learning achievements. The program spanned multiple art forms with rich themes and diverse presentation styles, achieving a two-way synergy between classroom teaching practice and the application of learning outcomes.
A representative from Horqin Vocational College of Art said, "This ethnic minority special training expert team brought together top specialists in vocal music, instrumental music, and composition, with an impressive faculty lineup and substantial course content. The experts delivered professional creative concepts, teaching methods, and hands-on experience directly to the grassroots, helping artists solve creative challenges, broaden their artistic horizons, and elevate their professional standards. This injects sustained momentum into the flourishing development of grassroots cultural undertakings."
In recent years, the human resources and social security departments of the Inner Mongolia Autonomous Region have deeply implemented the spirit of the Central Talent Work Conference and the Central Conference on Ethnic Affairs, closely adhering to the main theme of forging a strong sense of community for the Chinese nation. They have attached great importance to ethnic minority special training, carefully organized the expert service team project, addressed bottlenecks in related fields in ethnic regions, cultivated a batch of local professional talent, and empowered industry development across the region with intellectual support.
