Digital Alerts Combined with On-Site Staff Visits Help Hanjiang District Safeguard Livelihood Safety Nets

Deep News09-24

A resident of Haixing Village in Jiangkou Town, Hanjiang District, expressed that relief funds arrived surprisingly fast, and care arrangements were also coordinated with assistance from local officials. On September 14, facing a follow-up visit from town civil affairs staff, the villager shared her experience after seeking help through an online mini-program due to a family member's caregiving issue.

After receiving the online request, the Jiangkou Town civil affairs office dispatched staff to verify the situation on the same day. Within two days, a temporary relief payment of 5,000 yuan was disbursed, and a nursing home was arranged to care for the sick relative. This created an efficient response chain running from online submission to on-site verification and finally to comprehensive support, ensuring rapid assistance delivery.

This case exemplifies the district's innovative "Big Data Plus Iron Feet" model, where cadres are paired with households. The initiative relies on a dynamic monitoring platform for low-income populations, integrating data from medical insurance and disabled persons' federations. Regular data comparisons and risk screenings are conducted to proactively identify residents who may be falling into hardship, shifting from passive application to active identification.

Once alerts are generated, a grassroots team composed of township and street officials, community grid workers, civil affairs staff, and child welfare officers visits households to verify the information. This approach transforms social assistance from a system where people search for policies into one where policies actively find people in need.

To guarantee that every alert receives attention and every resident in difficulty gets help, Hanjiang District has established problem lists, dynamic records, and follow-up review procedures. Issues discovered are managed with a case-closing mechanism, and a case-by-case discussion process is used when necessary to resolve particularly complex situations.

Since the beginning of this year, the district has completed checks on 231 alert data points. Throughout 2025, it has investigated 2,636 suspected information entries, and successfully enrolled the city's first family of Taiwan compatriots in financial difficulty into the subsistence allowance system.

Through data to identify clues, officials to verify situations, inter-departmental collaboration to resolve issues, and follow-up visits to track outcomes, Hanjiang District has gradually formed a closed-loop mechanism featuring rapid alerts, on-site checks, precise relief, and continuous follow-up.

During the first half of this year, the district provided subsistence allowances to 6,718 urban and rural recipients, supported 678 individuals under special assistance programs, and cared for 164 orphans and children in de facto無人監護 situations. Additionally, 501 temporary relief cases were handled, with a total of 653,500 yuan in temporary relief funds distributed to those in need.
