Multi-Million-Yuan Transport Hub in Sichuan County Remains Idle, Local Authorities Provide Update

A passenger and freight hub station in Fushun County, Zigong City, Sichuan Province, which cost hundreds of millions of yuan to build, has not yet been put into operation, drawing public criticism locally. Recently, the Fushun County Transportation Bureau disclosed the project's progress.

On July 31, 2026, a netizen posted a query on the "Sichuan Public Voices" platform, asking, "What was the purpose of building next to Fushun High-Speed Rail Station? Why has it not been put into use after all this time? The building opposite Douhuacun Square is also completed but unused. What's going on? Also, regarding the underpass tunnel at Fushun High-Speed Rail Station, elderly people are often seen walking inside it. What if a traffic accident occurs?"

In response, the Fushun County Transportation Bureau stated on August 6, "After the completion of the passenger and freight hub station next to Fushun High-Speed Rail Station, the county government and relevant county-level departments are currently coordinating research on the operation of the logistics industrial park and the high-speed rail station's passenger station. It will be put into use once the government finalizes the plan. The safety management of the underpass tunnel at the high-speed rail station is not within the functions of the Transportation Bureau."

Public information shows that the Fushun County East City Passenger and Freight Hub Station and Municipal Supporting Infrastructure Project consists of a passenger station (including a square), a freight station (logistics center), and a municipal road. It covers a planned area of approximately 450 mu (about 30 hectares), with a total approved investment of 662 million yuan. The three sub-projects were approved separately but bundled and constructed under the PPP model. The project owner is Fushun County Passenger Transport Center, the investor is a consortium of Beijing Shoufa Investment Holding Co., Ltd. and Beijing Municipal Construction Group Co., Ltd., and the construction unit is Beijing Municipal Construction Group Co., Ltd.

According to project construction updates published on the Fushun County Government website in October 2022, the East City Passenger Station has an approved investment of 130 million yuan and a planned land area of 90 mu (60 mu for the passenger station and 30 mu for the station front square). It is designed as a first-class passenger station with a daily capacity of 10,000 passengers (approved as first-class by the Provincial Transportation Department in 2013, with a proposed adjustment to second-class), located adjacent to the high-speed rail station. The construction content mainly includes the passenger terminal building, a station front square (shared with the high-speed rail station), parking lots, a bus terminal (including a charging station), a taxi stand, and related supporting facilities. The planned building area is 12,000 square meters, including 4,000 square meters of underground parking, 6,000 square meters for the main station building, and 1,000 square meters for bus management rooms. The main station building has one underground floor and up to three above-ground floors.

The East City Freight Station (Logistics Center) has an approved investment of 170 million yuan and a planned land area of 60 mu, with a designed annual cargo throughput capacity of 300,000 tons. It is located west of the Chengzi Luchi Fushun connecting line (opposite Douhuacun). The construction content mainly includes a freight building, logistics market, parking lots, warehouses, and supporting facilities. The building area is approximately 40,000 square meters, including two single-story steel-structure warehouses and one fully framed comprehensive building with one underground floor, a six-story main tower, and a three-story annex.

On June 15, 2022, the Fushun County East City Passenger and Freight Transport Hub Station officially commenced construction. The project relies on the Chengzi Luchi Expressway and the South Sichuan Intercity Railway, aiming to build a comprehensive transportation hub that connects internally and externally. A promotional article published by the Party and Government Office of the Fushun County Transportation Bureau at the time noted, "After completion, this station will greatly improve our county's transportation conditions and investment environment, significantly boosting the development of the county economy."

However, as the Fushun County East City Passenger and Freight Hub gradually neared completion, passenger volumes and departure schedules have also been severely declining year by year. In February 2025, the Fushun County Transportation Bureau replied to a netizen's query on the "Sichuan Public Voices" platform, admitting, "The construction of the Fushun County Passenger and Freight Hub Station project began on December 16, 2022, with the main structure completed on August 8, 2024. Currently, fire protection acceptance work is underway, and comprehensive acceptance is expected to be completed in May of this year. Due to adjustments in the planned high-speed rail new district and the successive opening of two high-speed rail lines, existing passenger volumes and departure schedules are severely declining each year. The government is currently evaluating the operating entity and plan." In May of the same year, the Fushun County Transportation Bureau disclosed, "The government is debating whether the operating entity should be handed over to the passenger transport center or be operated through investment attraction."

Fushun County is located in the southern part of the Sichuan Basin, downstream of the Tuojiang River. It covers an area of 1,342 square kilometers and administers 16 towns, 1 township, and 3 street offices. It is a national pilot county for new urbanization, a national pilot county for returning entrepreneurs, and one of the top 100 county economies in Western China. In 2025, Fushun County achieved a regional gross domestic product (GDP) of 44.19 billion yuan.
