China Imposes Export Restrictions on 14 EU Entities in Retaliatory Move

China has announced the addition of 14 EU entities, including Lafert S.p.A., to its export control list, a direct response to the European Union's latest sanctions on Chinese companies. The measure was confirmed by a Ministry of Commerce spokesperson on July 24, following the EU's 21st round of sanctions against Russia, which targeted 14 Chinese mainland and Hong Kong-based firms.

In an official statement, the spokesperson explained that the decision was made to safeguard national security and interests, and to fulfill international obligations regarding non-proliferation. In reaction to what China described as "bad faith actions" by the EU, the export of dual-use items to these entities is now prohibited. Furthermore, overseas organizations and individuals are forbidden from transferring or providing dual-use goods originating from China to these listed entities.

The list, detailed in a Ministry of Commerce announcement (No. 30 of 2026), includes a diverse range of companies and institutions from across Europe. The targeted entities are: Lafert S.p.A. (Italy), Garnet S.r.l. (Italy), Sindlhauser Materials GmbH (Germany), Rheinmetall AG (Germany), Antraco Chemie-Handelsgesellschaft mbH (Germany), InPACT S.A. (France), III-V LAB (France), Cavok UAS (France), Vigo Photonics S.A. (Poland), Politechnika Wroclawska (Poland), IHC Merwede Holding B.V. (Netherlands), TATRA TRUCKS a.s. (Czech Republic), Opticoelectron Group (Bulgaria), and Ekspla UAB (Lithuania).

The new regulations, effective immediately, impose a ban on exporting dual-use items to these 14 entities. Any ongoing related activities must be halted. Exporters may apply for a special permit from the Ministry of Commerce on a case-by-case basis if exceptional circumstances require a transaction to proceed.
