On July 7th, it was officially announced that Lüliang Economic and Technological Development Zone in Shanxi Province has signed an investment agreement with Guangdong Qingneng New Energy Technology Co., Ltd., marking the formal establishment of the Qingneng hydrogen energy project in the city.
Guangdong Qingneng plans to construct production lines for high-power vehicle fuel cell systems and electrolytic hydrogen production systems within the new materials industrial park of Lüliang Economic Development Zone. The project will also include a hydrogen-powered heavy truck after-sales service center and establish a joint technology center with Tongji University, aiming to create an integrated hydrogen industry ecosystem encompassing "research and development, manufacturing, and services".
The project is planned in three phases, with the production lines being built in batches. This approach is designed to effectively reduce costs across the industrial chain and accelerate the cultivation of a localized hydrogen energy industry cluster. Preparatory work for the "two centers" – the hydrogen-powered heavy truck after-sales service center and the joint technology center – is currently underway.
Lüliang is a typical resource-based city. In recent years, the locality has been leveraging hydrogen energy to drive industrial transformation. To date, it has established an annual hydrogen production capacity of 135,000 tons, built 14 hydrogen refueling stations, and put over 1,300 hydrogen fuel cell vehicles into operation. It has also opened several cross-regional zero-carbon transportation routes, including lines from Lüliang to Tianjin Port and Huanghua Port, pioneering large-scale operational scenarios for hydrogen-powered heavy trucks in China. This has led to the preliminary formation of a complete industrial chain system covering "production, storage, transportation, refueling, and application."

Yin Xinming, Director of the Lüliang Economic Development Zone Management Committee, stated that the landing of this hydrogen energy project is a significant achievement for the city in terms of targeted investment attraction and extending/supplementing the industrial chain to promote green energy transformation. He emphasized that comprehensive support will be provided throughout the entire process to accelerate the project's commencement, operation, and achievement of results.
