Hebei Province Launches "AI Plus Manufacturing" Initiative to Accelerate High-Quality Manufacturing Upgrades

The Hebei Provincial Department of Industry and Information Technology, in collaboration with eight other government bodies including the Provincial Communications Administration and the Provincial Development and Reform Commission, has released the Implementation Plan for the "AI Plus Manufacturing" Special Action. This initiative aims to boost high-quality development in the manufacturing sector through artificial intelligence. The announcement was made during a press conference on August 7th, hosted by the provincial government, focusing on how AI empowers manufacturing.

The plan sets clear objectives, including establishing a "One Core, Three Transformations" development system. This system centers on the integrated advancement of computing power, algorithms, and data, while simultaneously driving industrial intelligence, intelligent industrialization, and the creation of a supportive development ecosystem. By 2027, the plan targets quantifiable milestones, paired with guidelines for AI application in manufacturing enterprises and sector-specific transformation strategies. These measures are designed to translate national and provincial directives into actionable paths for industries and businesses, ensuring policy alignment and task integration.

To address key areas like infrastructure, industrial data governance, industry-specific model applications, typical scenario development, and the cultivation of interdisciplinary talent, the plan outlines several special actions. These include "Model-Data Resonance," affordable computing power initiatives, industrial data foundation-building, and deploying hundreds of models across various scenarios. The plan also emphasizes ecosystem development through improved work mechanisms, strengthened academic programs and talent training, enhanced AI security capabilities, nurturing of competitive AI industries, and the establishment of a support service framework.

To accelerate the deep integration of AI with manufacturing and better combine digital technologies with manufacturing strengths, the plan introduces three main categories of concrete measures. The first category focuses on enhancing capability supply by strengthening foundational elements such as computing power, data, models, intelligent agents, and smart terminals. This includes developing a smart computing cluster around the Beijing area, launching affordable computing initiatives to reduce costs for small and medium-sized enterprises, and promoting the "Model-Data Resonance" action to create a virtuous cycle between data, models, and scenario applications. In the smart terminal sector, the plan leverages Hebei's strengths in robotics and electronics to cultivate innovative products across consumer, industrial, and future smart terminal categories.

The second category centers on expanding scenario applications across specific industries and production stages. Key sectors like raw materials, equipment manufacturing, food and pharmaceuticals, and electronics are targeted, along with processes such as design, production, sales, and service. For instance, in the steel industry, the focus is on green and low-carbon transformation through smart smelting and energy scheduling. In the chemical sector, the goal is to improve safety management with intelligent monitoring systems. During production, AI models are applied to reduce costs in design and R&D, boost efficiency through smart scheduling and predictive maintenance, and enhance customer service with digital humans and intelligent customer support.

The third category involves strengthening carrier empowerment. In AI research, the plan aims to cultivate collaborative innovation bodies and establish provincial-level engineering centers and manufacturing innovation platforms. In AI application, it will accelerate the development of digital transformation centers and service providers, build an AI expert database, and create public service platforms for AI models. This will support the growth of digital parks and smart industry clusters. On the industrial side, the plan includes building enterprise cultivation databases and industry chain maps, fostering specialized "little giant" firms and tech-based SMEs, and attracting leading AI companies to Hebei. The strategy also outlines a "One Zone, Two Belts" industrial layout, with the Xiongan New Area as the core, promoting integrated development of computing power, algorithms, and data across Zhangjiakou, Langfang, Xiongan, and Baoding, while also establishing an embodied intelligence belt spanning Tangshan, Langfang, Xiongan, Shijiazhuang, and Handan.
