Building a Space Economy: Shandong Province Aims for Commercial Spaceflight Leadership

As China finalizes its "15th Five-Year Plan" blueprint, which emphasizes accelerating the growth of strategic emerging industries like aerospace, the eastern province of Shandong is taking decisive steps to carve out a leading role in the commercial space sector. The province's strategy is built on a clear objective: to establish itself as a major space province by leveraging a unique industrial ecosystem that combines offshore launch leadership with coordinated rocket and satellite manufacturing, alongside expansive space-based applications.

Central to this ambition is the Oriental Space Port in Yantai, the nation's only commercial maritime launch home port, which has been operational since May 2020. However, this hub faced a significant bottleneck for a long period, as the lack of integrated development between rocket and satellite industries often led to logistical mismatches, where rockets would have to wait for satellites or vice versa, consequently hampering the efficiency and economic viability of space launches.

To address these challenges, Shandong has established a provincial-level collaborative task force focused on the commercial space sector. This initiative involves introducing targeted policies concerning funding, talent, and supply chains, tailored to different industry requirements. By adopting a professional and market-oriented approach, the province aims to create an interconnected industrial layout, accelerating the formation of a comprehensive maritime space industry cluster at the Oriental Space Port. This facility now hosts the full spectrum of operations, including satellite manufacturing, rocket final assembly, maritime launches, and data application services, and is home to more than 40 enterprises, driving investments totaling 38.5 billion yuan.

A recent highlight was the successful launch of the Jielong-3 carrier rocket, which carried the Dongfang Huiyan hyperspectral satellites 01 and 02 into orbit. These satellites are equipped with high-performance AI inference and computing capabilities, marking a successful in-orbit verification of China's space computing technology. This mission was a historic first for the Oriental Space Port, achieving a complete industrial loop that encompasses satellite, rocket, and maritime recovery operations.

Looking ahead, Shandong is actively fostering growth through industry matchmaking events, having already signed projects worth a cumulative 63.5 billion yuan, covering areas from satellite-rocket integration to financial services for the commercial space sector. By 2027, the province aims to reach an annual production capacity of 100 launch vehicles and 150 commercial satellites, targeting an industry scale of 50 billion yuan, solidifying its position as a highland for commercial space development.
