Guinea Imposes Ban on Export of Unprocessed Gold Ore

The President of Guinea has declared a comprehensive prohibition on the export of unrefined gold ore, mandating that all gold must be processed within the country before entering the international market. This move signifies a major advancement for this West African gold-producing nation on the path toward domestic mineral processing.

According to a report, President Mamadi Doumbouya announced the ban during a meeting on June 21 with industrial and artisanal gold producers and purchasing agencies. He explicitly stated that, going forward, gold must undergo smelting, certification, and processing at a newly constructed refining facility in the capital, Conakry, before it can be exported internationally.

Doumbouya also issued a stern warning: any operator continuing to export unprocessed gold ore will face penalties including license suspension and termination of mining agreements. This statement directly impacts the industrial enterprises and hundreds of artisanal producers involved in gold mining in Guinea.

Root Cause of the Ban

At the meeting, Doumbouya pointed directly to the flaws of the current export model. "Guinea possesses the second-largest gold reserves in West Africa, but gold leaves this country daily in its raw form to be processed, certified, and sold elsewhere," he said. "I am putting an end to this situation as of today. Guinea will require that gold be processed within its territory. Raw gold will no longer leave Guinea."

This statement reveals the core rationale behind the ban: retaining the gold processing stage and its added value within the country to stimulate the domestic economy. Doumbouya indicated that the ban is not merely an export restriction but is accompanied by a concrete implementation plan. A new refining facility has been built in Conakry to handle the smelting and certification of gold. Under the new regulations, all gold must be processed into ingots at this facility before it can circulate on the international market.

This arrangement implies that the export procedures for the relevant industrial enterprises and artisanal producers will undergo substantial adjustments, potentially leading to changes in their compliance costs and operational plans.

Significance of Guinea's Gold Industry

Guinea is the world's largest producer of bauxite and also possesses considerable gold reserves. According to data from the World Gold Council, Guinea is the sixth-largest gold producer in Africa.

On the industrial mining front, Société Aurifère de Guinée, a subsidiary of AngloGold Ashanti, Africa's largest gold mining company, is one of the primary industrial miners. Additionally, two semi-industrial enterprises and hundreds of artisanal producers are active in the market.

Data from Guinea's Ministry of Mines and Geology indicates that the country's operators exported a total of 22,142 kilograms of gold in the first quarter of this year.
