Hunan Expressway Pioneers Pre-Clearance System for Fresh Agricultural Produce Transport

Hunan Expressway Group has launched a pilot program for a pre-clearance system targeting the transport of fresh agricultural products, marking a national first.

The initial pilot sites are located at the west area of the Yanglousi Service Area on the G4 Beijing-Hong Kong-Macao Expressway (towards Shenzhen) and at the Hunan-Guizhou border crossing in Xinhuang on the G60 Shanghai-Kunming Expressway (towards Shanghai). Vehicles carrying eligible produce can complete inspection and data filing at these pre-clearance points. Upon exiting at a toll station, these vehicles bypass the need for a secondary cargo check, enabling "pre-verified green passage and instant exit."

The fixed pre-clearance point at Yanglousi Service Area relocates the entire inspection and toll exemption verification process, typically done at exit toll booths, to a more upstream location with lighter traffic flow. This allows for a consolidated process including vehicle information collection, model identification, weight verification, and cargo inspection. Data for vehicles that pass inspection is promptly uploaded to the provincial green channel management platform for filing.

Vehicles transporting fresh produce like fruits and vegetables, which qualify under national duty-free policies, only require a single, swift verification at the pre-clearance point. Subsequently, at any of the 454 toll stations operated by Hunan Expressway Group, staff can verify the vehicle's pre-cleared status, allowing it to pass through a dedicated "pre-verified green channel lane."

The group has already implemented various intelligent inspection methods at select toll stations. At locations with high volumes of green channel traffic, inspection efficiency has seen an overall improvement exceeding 20%. The next step involves accelerating the rollout to achieve full coverage of the pre-clearance system across all expressways in Hunan province. Once implemented, vehicles successfully pre-cleared at any point within the province will enjoy duty-free, rapid passage when exiting at any toll station.
