The specialized training primarily focuses on groups including enterprise employees, university graduates, and individuals facing employment difficulties. For enterprise staff, companies are encouraged to conduct independent AI training. Eligible employees can apply for training subsidies, and enterprises can receive priority in applying for specialized public training bases for highly-skilled talent and master skill studios, with subsidies reaching up to 1 million yuan. In advanced technician position skill enhancement training, AI-related projects must constitute no less than 50%.
For youth groups such as university graduates, a "AI + major" composite training model is being promoted. This includes 50,000 specialized training sessions annually and over 300 sessions of summer technical school training. Technical institutes will comprehensively introduce mandatory AI general education courses of at least 32 class hours.
For individuals with employment difficulties, such as persons with disabilities and older unemployed persons, at least one "general knowledge + skills" training session will be conducted each year. The focus will be on teaching easily-mastered skills like AI-assisted customer service and data labeling and review, to assist key groups in securing employment.
All workers can also receive general knowledge training to build an AI knowledge framework and enhance digital literacy.
Enhancing Training Effectiveness
To continuously improve the effectiveness of the training, Jiangsu is implementing a multi-pronged approach. On the curriculum side, a "challenge and solution" method is used to select high-quality resources. Building on the existing base of 251 online AI courses, the plan is to add over 50 more high-quality courses by 2026, which will be centrally released on the "Suji Jianxin·Cloud Classroom" platform.
For instructors, a provincial and municipal two-tier shared instructor database will be established, training over 1,000 personnel annually. Core instructors will deliver courses at enterprises, campuses, and communities.
On the evaluation front, the expansion of the "new eight-grade worker" system is being promoted. Leading enterprises can independently conduct skills assessments, and those who complete digital technology engineer training can directly link their certification to professional title recognition.
Improving Accessibility and Integration
Simultaneously, a "30-minute vocational skills training circle" is being created to bring training to workers' doorsteps. For projects containing AI simulation teaching, the proportion of online class hours can exceed the general requirement of 40%, effectively resolving work-study conflicts and adapting to the learning needs of employed personnel.
The training is fully integrated with the employment chain. Occupations such as AI trainer and generative AI system application specialist are being included in the government-subsidized vocational skills training guidance catalog. Participants can enjoy subsidies ranging from 1,000 to 4,300 yuan per person. Training institutions that achieve a stable employment rate of 50% or higher for trainees within six months after training can receive a subsidy increase of up to 20%.
An action plan to cultivate new professions and positions in the AI field is being implemented, with over 100 specialized AI job fairs held annually. Support is provided for widespread organization of AI-themed technical skills competitions across the region. The recently concluded 8th Jiangsu Skills Champion Competition saw AI-related fields account for 60% of its 30 competition events, guiding workers to improve their digital and AI capabilities.
