A joint action plan has been released by seven government departments, including the Ministry of Industry and Information Technology, the Cyberspace Administration of China, and the National Development and Reform Commission, to promote the collaborative development of large, medium, and small enterprises within the platform economy. The initiative aims to cultivate an open, shared, and mutually beneficial ecosystem.
The plan, officially titled the "Action Plan for Promoting the Collaborative Development of Large, Medium, and Small Enterprises in the Platform Economy (2026-2028)," sets a target for 2028. By that year, the collaborative development level within the platform economy is expected to be significantly enhanced. The goal is to establish a number of replicable collaborative innovation models and nurture a group of manufacturing "single champion" enterprises in the platform economy sector.
Furthermore, the plan aims to increase the openness and sharing of key elements such as technology and data. It outlines the release of three batches of platform open lists and the selection of no fewer than 100 pilot projects for open platform resource scenarios. The emergence of new technologies, applications, models, and business formats in the platform economy is to be accelerated, with the development of at least 10 service platforms and 60 implementable intelligent service application scenarios.
Key Focus Areas and Actions
The action plan outlines key tasks and special initiatives centered on three main pillars: strengthening innovation collaboration, improving the ecosystem synergy system, and deepening open collaboration and linkage.
One initiative is the Collaborative Innovation Navigation Action. This focuses on rapidly cultivating diverse innovation entities, encouraging stronger innovation cooperation between enterprises of all sizes, and enhancing capabilities in technological, industrial, and service innovation. It also aims to improve the innovation development support system to bolster the growth momentum of the platform economy.
Another is the Ecosystem Synergy Enhancement Action. This involves increasing support for small and medium-sized enterprises in areas like quality improvement and brand building. It supports the coordinated expansion of large, medium, and small enterprises into international markets, strengthens platform operation compliance, and promotes the co-creation of a compliant ecosystem, shared industrial ecosystems, co-built service ecosystems, and a win-win environment for global expansion, thereby opening new development spaces for the platform economy.
The third is the Open Collaboration Expansion Action. This accelerates the formulation of platform open lists, guides platform companies to hasten the open sharing of elements like technology, data, and computing power with SMEs, and establishes public service platforms for SMEs. The objective is to construct a new development framework for the platform economy.
