[Click to register] Recently, the signing ceremony for the Co-construction Agreement on the Shandong-Jiangsu Crude Oil Waterway Transport Premium Route was held at the Dongying Maritime Safety Administration. Through co-construction, the cross-regional collaboration model will be solidified, targeting and resolving practical bottlenecks such as departure port management, sea-river intermodal transport, safety supervision, and supply-guarantee transportation; the cross-regional collaborative governance framework will be further improved, and relevant institutions will be refined to draw a clear roadmap for the premium route construction.

Since the shutdown of the Luning Crude Oil Pipeline in September 2024, crude oil waterway transport from Dongying Port to Jiangsu has become the core alternative channel for energy supply guarantees in the middle and lower reaches of the Yangtze River. In 2025, crude oil shipped to Yangzhou via Dongying Port reached 3.4 million tons, and the Yizheng Port Area, as an important transit hub, holds a prominent position in the entire energy supply guarantee chain. In May of this year, the Yangzhou and Dongying Maritime Safety Administrations jointly issued the "One Matter" Full-Chain Safety Supervision Work Plan for Crude Oil Waterway Transport, which explicitly established quarterly work consultations, organized work consultations to assess the risk prevention and control situation across the entire crude oil transport chain, and invited cargo owners, shipping companies, and terminal enterprises to participate together, reviewing results and optimizing regulatory measures. This signing is precisely a deepening and upgrading based on the earlier "One Matter" regulatory practice, solidifying the cross-regional collaboration model through a co-construction agreement and targeting and resolving practical bottlenecks such as departure port management, sea-river intermodal transport, safety supervision, and supply-guarantee transportation.

According to the signed "Co-construction Agreement on the Shandong-Jiangsu Crude Oil Waterway Transport Premium Route" (hereinafter referred to as the "Agreement"), the co-construction parties have defined 9 co-construction items, supported by 4 specialized working mechanisms for ensuring smooth traffic and supply guarantees, information sharing, law enforcement collaboration, and emergency management, promoting maritime supervision to shift from "each fighting alone" to cross-regional collaborative governance. The Agreement clarifies that all parties should improve the cross-regional collaborative governance framework and refine institutions such as efficient collaborative consultation, full-process safety guarantees for berthing and unberthing, professional talent cultivation, and "One Matter" full-chain safety supervision.

The Agreement proposes that all parties should jointly ensure smooth transportation and enhance the efficiency of crude oil transport services. Anchored to the construction goals of "safety, smoothness, and premium quality," they should implement exclusive priority berthing and unberthing services, make good use of the "direct entry, direct berthing, direct departure, direct exit" green channel, and strive to achieve "zero waiting" for supply-guarantee vessels during peak periods. They should fully leverage the effectiveness of the smart maritime supervision system, strengthen information sharing on complex voyage segments and vessel classification management, explore the application of new technologies such as BeiDou communications, 5G, and satellite remote sensing, and advance smart remote supervision across the entire route; deepen research on topics related to improving crude oil transport efficiency, regularly carry out assessments of smooth traffic and supply guarantee work, and dynamically optimize the operational efficiency of dedicated berths and green channels.

The Agreement clarifies that all parties should collaboratively optimize service measures and continue to polish the route brand. They should deepen cross-regional law enforcement collaboration, mutual recognition, and mutual promotion, implement mutual recognition of inspection results for key vessel equipment and closed-loop management of defect rectification, and promote flexible enforcement such as "no penalty for first violation" and "no penalty for minor violations," minimizing the impact of regulatory work on normal transportation. They should regularly organize open safety inspections, promote the linkage between maritime law enforcement results and enterprises' internal safety management assessments; implement warm services for crew members, ensuring their needs for boarding and disembarking, medical treatment, and daily supplies; and build a talent exchange platform between maritime authorities and enterprises, forging a high-quality workforce through two-way exchanges, onboard training, and specialized training.

According to reports, the Yangzhou Maritime Safety Administration will firmly compact and fulfill co-construction responsibilities, coordinate with all co-construction units to dynamically optimize co-construction measures, and make every effort to build the Shandong-Jiangsu Crude Oil Waterway Transport Premium Route into a safe, controllable, smooth, and efficient maritime energy transport expressway, effectively safeguarding national energy security and serving the high-quality development of the regional economy.

This event was led and promoted by the Dongying Maritime Safety Administration, with heads of 8 co-construction units including the Yangzhou Maritime Safety Administration, the Nanjing Maritime Safety Administration, China Merchants Nanjing Tanker Corporation, Jiangsu Oil Port International Terminal Co., Ltd., and Shandong Haixin Port Affairs Group Co., Ltd. attending the signing ceremony.
