Fujian Fuzhou Minqing County Market Supervision Bureau: Multiple Measures to Optimize Water, Electricity, and Gas Services for High-Quality Livelihood Safeguards

Recently, the Minqing County Market Supervision Bureau in Fujian Province has addressed prominent issues such as inaccurate metering and irregular pricing in residential water, electricity, and gas services. By strengthening oversight and encouraging service upgrades, the bureau has implemented practical measures to resolve public concerns, ensuring more efficient and accessible utility services.

To ensure policy benefits reach residents effectively, the bureau promoted a dual "online + offline" publicity approach. Online platforms, including official websites and social media, disseminate policy interpretations, while offline efforts involve community outreach and town hall meetings for direct engagement. For instance, Minqing Water Supply Company publicly displayed water price discounts and tiered pricing guidelines, specifically benefiting schools, elderly care facilities, and nonprofit organizations.

Service optimization has been prioritized to enhance efficiency. Utility providers have introduced streamlined processes, such as dedicated service windows and online applications via the State Grid app, enabling residents to complete procedures without in-person visits. Water service applications have been simplified to just two steps: application and approval.

Infrastructure upgrades have also progressed. The Minqing Power Supply Company renovated aging circuits in older neighborhoods and implemented peak-valley pricing, benefiting 923 households. Minqing Water Supply replaced 5,000 meters of outdated pipelines to reduce leaks, while Minqing Guang'an Gas expanded natural gas coverage, installing 2,246 meters of pipelines and 106 gas meters across multiple towns.

To address challenges in gas service accessibility, the bureau intensified supervision, ensuring meter installations meet safety standards and promoting transparent procedures. Minqing Guang'an Gas launched door-to-door services, offering tailored solutions for elderly and disabled residents, and completed 2,271 meters of pipeline installations for 125 households this year.

"Convenience must yield tangible results," emphasized a gas company representative, pledging to expand outreach efforts. Moving forward, the bureau will continue focusing on utility metering and pricing reforms to enhance public satisfaction and security.
