Guangxi has officially launched a "no-unpacking" inspection model for fresh agricultural products transported on toll roads. This initiative, implemented in collaboration with Nanning Customs, aims to integrate customs clearance and road passage for imported and exported fresh agricultural goods under the "green channel" framework. Guangxi is now the second province in China, after Yunnan, to adopt this policy.
Cross-border shipments of fresh agricultural products have often faced challenges such as inconsistent certification standards, insufficient inspection criteria, difficulties in cargo verification, and conflicts between efficiency and service quality. The new model addresses these issues by allowing sealed containers, previously inspected and sealed by customs, to pass through toll stations without requiring unpacking. As a result, the time taken for vehicles to clear toll stations has been reduced from 15–30 minutes to under 30 seconds, significantly improving both efficiency and convenience for cross-border fresh agricultural transport.
Additionally, the updated approach enhances inter-departmental coordination and supervision, aligning customs and toll road inspection standards while facilitating information sharing. This helps eliminate information barriers between agencies and ensures full-process, transparent, and closed-loop management for cross-border agricultural shipments.
According to officials from the Guangxi Department of Transportation, the measure effectively shortens customs clearance time, reduces logistics losses and costs, and supports faster entry of high-quality ASEAN fruits into the Chinese market as well as smoother exports of Guangxi’s specialty agricultural products. It is expected to enhance two-way cross-border agricultural trade and inject new momentum into China-ASEAN agricultural trade development.
