ONEWO: Co-creating an Ideal Place and Revitalizing Urban Services

From October 15 to 16, 2025, the third "10+N" Joint Conference of City Management Directors was successfully held in Nanjing, guided by the Urban Management Supervision Bureau of the Ministry of Housing and Urban-Rural Development and hosted by the Architectural Magazine. At the conference, Zhu Xu, General Manager of ONEWO, systematically interpreted the core logic and practical achievements of ONEWO's "Ideal Place" urban service solution. He reported to leaders and experts in the urban management field from major cities across the country about ONEWO's new practices in building an urban service ecosystem in collaboration with state-owned enterprises, community organizations, and citizens under government guidance.

Driven by technology and low carbon, ONEWO focuses on providing professional services to community residents and government-enterprise clients. The company aims to promote efficient asset management through its real estate AI brain, "Ling Shi." The "Ideal Place" solution launched by ONEWO aligns closely with the development requirements set forth in the Central Urban Work Conference to shift from incremental development to stock governance. This initiative is framed around "resilience, intelligence, and vitality," utilizing technology and low carbon as a technical foundation, guided by altruism and sustainable development principles. It integrates comprehensive capabilities in space operation, asset management, and consulting services, thereby establishing a model of "comprehensive operation + technical foundation + ecological collaboration." This not only redefines the core competencies of urban services but also indicates the direction urban services should take in the era of stock governance.

The "Ideal Place" solution, refined over ten years of urban service practice and drawing from 108 project experiences across 26 cities nationally—covering diverse scenarios including old cities, new districts, and technology innovation areas—focuses on districts/communities of 3-5 square kilometers with 10,000 households (30,000 to 50,000 people). It establishes a service system encompassing six key scenarios: health, life, social interaction, work, services, and transport, providing ten types of replicable space modules that can be flexibly customized according to the actual conditions of each street. The solution presents an "Ideal Place" framework of "proactive government + effective market," comprising three government-led operations: Community Vitality Centers, Embedded Community Service Stations, and Community Parks; three jointly operated by government and enterprises: Community Commerce, Elderly Care, and Renovation/Maintenance of Old Communities; and four enterprise-led operations: City-wide Intelligent Services, Residential and Office Property Services, Parking Management, and Future New Infrastructure Services (such as new energy and drone landing zones).

In 2020, ONEWO partnered with Wuhan Financial Street Group to implement a city-wide intelligent property management model in the Jianghan District. The city management ranking in Wuhan remained in the top three city-wide, with urban management spending reduced by 8%. Third-party evaluation issues and public feedback problems dropped by 27% and 31%, respectively, while satisfaction levels across streets in the area increased to 93.4%. Furthermore, under the "integrated management of old communities/streets" framework, property services for old communities achieved 100% coverage.

In 2023, in the Beijing Lize Business District, a typical newly constructed urban central business district, ONEWO launched 22 types of AI algorithms to drive business transformation through intelligent empowerment. To date, the quality of municipal services has ranked first in the Fengtai District of Beijing. At the same time, ONEWO continuously explores urban asset management and builds city brands. The company utilizes vacant lots and dead-end roads for parking operations, creating "Lize Parking." They enhance scene management in parks, offering activities such as leisure, camping, light meals, and team-building events, thus establishing "Lize Fun Wild." To address the issue of peddlers, ONEWO standardizes food carts to provide all-day dining services, leading to the "Lize Dining" initiative. For providing enterprises with one-stop governmental services, they established "Lize Service Island." Additionally, by renovating and operating the top tier of the Safe and Happy Center, they created a "Sky Mirror" and successfully hosted the 2025 Lize International Consumption Season opening ceremony.

In 2024, in the Shangdi Street of Haidian District in Beijing, ONEWO empowered the district-level Haidian Municipal Group with a model combining "consultative advice + operational support + technological tools," facilitating the transformation and upgrading of regional urban services. Within less than a year of on-site operations, the number of major city management incidents decreased by 42%, and monthly performance assessments of city management maintained an "excellent" rating post-project implementation. Behind these achievements, the management of the comprehensive intelligent operation platform reduced the response time for work orders from 60 minutes to 20 minutes, and the completion time was shortened from 24 hours to 40 minutes. AI patrol vehicles have gradually replaced manual inspections, accounting for 80% of on-site inspection work orders now being generated by AI patrol vehicles autonomously, significantly enhancing management efficiency.

As the "Ideal Place" model extends to more cities, this new paradigm based on government leadership, enterprise operation, and multi-party collaborative governance may become a vital pathway for modernizing urban governance in the new era.
