On the evening of October 9, penalties against Henan Shuanghui Investment&Development Co.,Ltd. (ASX: 000895) were officially announced, once again pushing this leading ham sausage enterprise into the center of public discourse.
According to the announcement, Henan Shuanghui Investment&Development Co.,Ltd. (ASX: 000895), along with its subsidiary Wangkui Shuanghui Beidahuang Food Co., Ltd. and relevant directors and senior executives, received three Administrative Penalty Decisions from three regulatory authorities in Luohe, Henan Province and Wangkui, Heilongjiang Province, with total fines and confiscations amounting to approximately 129 million yuan. Notably, the company-level fines and confiscations totaled approximately 72.5 million yuan, while individual fines for senior executives totaled approximately 56.36 million yuan. Two executives were each fined more than twice their previous year's compensation, and Chairman Wan Hongwei alone was fined 37.6462 million yuan, making this a landmark case of food safety penalties targeting individuals. Based on the company's current annual net profit of nearly 5 billion yuan, the direct impact of these penalties on full-year performance is relatively small. However, for a food enterprise, the food safety and brand trust crisis triggered by this incident will have far greater consequences than the fines themselves.
Penalties Take Effect: Chairman Fined 37.64 Million Yuan, "Textual Error" in Apology Statement Also Held Accountable
The incident originated from a food safety spot inspection in August 2025, when the Changchun Customs Technology Center discovered during a food safety supervision spot check organized by the Heilongjiang Provincial Market Supervision Administration that pork hind leg meat produced by Wangkui Shuanghui had lincomycin residue exceeding the standard by 37.5 times. Traceability confirmed that the batch of affected pig products was sold by Henan Shuanghui Investment&Development Co.,Ltd. (ASX: 000895) through its own sales channels under the name of Luohe Shuanghui Food Sales Co., Ltd. to distributors, involving a total of 910 pigs with a goods value of approximately 1.701 million yuan. Lincomycin is a veterinary antibiotic. Long-term human consumption of meat products with excessive residues can cause gastrointestinal reactions such as nausea, vomiting, and diarrhea in mild cases, and pseudomembranous colitis, intestinal flora imbalance, and even bacterial resistance in severe cases. Common causes of excessive residues include increased drug dosage during the breeding stage to quickly control disease, or failure to comply with withdrawal period regulations. In addition to excessive veterinary drug residues, several related violations were also found in this inspection: failure to implement the pre-slaughter fasting and resting system for pigs as required, insufficient number of meat quality inspectors holding certificates, failure to appoint a food safety director as required, and data expression errors in the apology statement. It is worth noting that in the past, food safety penalties were mostly directed only at corporate entities, with fewer individual fines. This time, four core senior executives at headquarters (chairman, president, vice president, and chief engineer) were collectively fined approximately 56.36 million yuan, with Chairman Wan Hongwei alone fined 37.6462 million yuan, making this a landmark case of food safety penalties targeting individuals. The 2019 Implementation Regulations of the Food Safety Law introduced a system of penalties targeting individuals, stipulating that for food production and operation enterprises and other entities with violations under the Food Safety Law, in addition to penalties under the Food Safety Law, if any of three circumstances exist — intentional commission of illegal acts, egregious nature of illegal acts, or serious consequences caused by illegal acts — the legal representative, principal responsible person, directly responsible managers, and other persons with direct responsibility of the violating entity shall be fined between 1 and 10 times their income obtained from the entity in the previous year. In this penalty, Director and President Ma Xiangjie was fined 0.96 times his 2025 compensation, Vice President Qiao Haili was fined 2.86 times her 2025 compensation, and Chief Engineer Wang Yufen was fined 2.91 times. Chairman Wan Hongwei did not receive compensation from Henan Shuanghui Investment&Development Co.,Ltd. (ASX: 000895) but received compensation from affiliate WH Group International, with 2025 compensation of 14.058 million yuan. In fact, Shuanghui Food has long been known for low growth and high dividends, with cumulative cash dividends of 36.331 billion yuan from 2019 to 2025. Based on shareholding ratios, major shareholder Rotexcumulatively received approximately 25.552 billion yuan. Rotex is a wholly-owned subsidiary of WH Group International, and the largest beneficial shareholder after penetration is Wan Long, holding 49.90%. Wan Long is Wan Hongwei's father. Additionally, the textual error in the apology statement suspected of violating the Anti-Unfair Competition Law was also held accountable. The company described the actual tested figures of 5,892 pigs and 38,863 pigs as 5,892 batches and 38,863 batches, substituting batches for heads, which could easily cause misunderstanding.
Shuanghui Development Has Repeatedly Crossed Food Safety Red Lines in Recent Years, Exposing Internal Control Weaknesses
This incident originated on May 14, 2026, when the Heilongjiang Provincial Market Supervision Administration issued a food safety spot inspection notice. On May 25, Shuanghui responded for the first time, stating that lincomycin is not a mandatory factory inspection item at the slaughtering stage and was caused by upstream breeding medication. On May 28, the company issued an apology statement, claiming that Wangkui Shuanghui tested 5,892 batches and national slaughterhouses tested 38,863 batches, all passing. However, netizens were not convinced by this statement. The operating revenue of Henan Shuanghui Investment&Development Co.,Ltd. (ASX: 000895) mainly consists of packaged meat products and fresh pork products, with packaged meat products mainly including ham sausage and other products, and fresh pork products mainly consisting of slaughtering business products — chilled fresh pork. In terms of revenue scale, both are core revenue sources. The company currently has an annual pig slaughtering capacity of more than 26 million heads, but some pigs come from external suppliers and small to medium-sized farmers. According to the 2025 annual report, raw material procurement from cooperatives or farmers accounted for more than 30% of total procurement amount. The externally sourced pig model avoids breeding-stage risks but also increases food safety risks. This incident has once again exposed shortcomings in internal controls at the slaughtering and production end of the company. In terms of stock price performance, from the end of April to the end of June this year, the company's stock price continued to decline, with a cumulative drop of about 20%. Among the reasons for the significant stock price decline were both market factors such as overall capital outflow from the consumer sector and suppression from food safety incidents and penalty uncertainty. From the listed company's perspective, the above penalties will reduce the 2026 net profit attributable to shareholders of the listed company by 63.8066 million yuan. Based on the company's current annual net profit of nearly 5 billion yuan, the direct impact of this penalty on full-year performance is approximately 1.3%, which is relatively small. However, for a food enterprise, the food safety and brand trust crisis triggered by this will have a greater impact than the fines. In June 2022, two batches of products from Maiquer — pure milk and Maiquer pure milk — were found to contain propylene glycol. The incident directly led to a 13.71% year-on-year decline in 2022 revenue and a substantial loss of 351 million yuan. Subsequently, dairy product business revenue continued to shrink, falling into a quagmire of sustained losses. Due to three consecutive years (2023-2025) of negative net profit after deducting non-recurring gains and losses, and Shenzhen Jiuan Accounting Firm (Special General Partnership) issuing an unqualified audit report with a material uncertainty related to going concern paragraph on the company's 2025 financial statements, Maiquer was given an ST label in April 2026. Maiquer is an extreme case of a food safety accident triggering a corporate operating crisis. Most penalized companies will not be affected so severely, but this case is still worth deep reflection by food enterprises. This is not the first time Shuanghui has crossed food safety red lines. The 2011 clenbuterol incident once cost the company declining sales, a plummeting stock price, and severe brand image damage, which took many years to gradually repair. In 2019, the Shanghai Municipal Market Supervision Administration published the 34th provincial-level food safety supervision spot inspection information for 2019, in which one batch of tenderloin produced by Nanchang Shuanghui was found to contain the banned veterinary drug ofloxacin and excessive sulfonamide (total) drugs. In subsequent years, multiple meat products produced by Nanchang Shuanghui, Hubei Shuanghui, and Nanning Shuanghui were successively found by regulatory authorities in various locations to have substandard total bacterial counts.
