According to a report, the fourth session of the 16th Shanghai Municipal People's Congress opened on the morning of February 3 at the World Expo Center. Shanghai Mayor Gong Zheng delivered the "Government Work Report." The report indicates that over the past year, Shanghai's policies and measures for stabilizing growth have accelerated their implementation and effectiveness. The city comprehensively implemented national policies, both existing and newly introduced, conducted in-depth assessments for the consistency of macroeconomic policy directions, and formulated and implemented a series of measures to promote sustained economic recovery and improvement, focusing on stabilizing employment, enterprises, markets, and expectations.
The operational scheduling mechanism for the economy was optimized and improved, establishing robust mechanisms for investment promotion, enterprise services, coordination of district and sub-district level requests, and foreign trade stabilization, significantly enhancing the scientific precision of the work. Key industries further enhanced their capabilities and optimized their layouts. Efforts to promote innovation and upgrading in key industries led to rapid growth in strategic emerging sectors such as new energy and high-end equipment, with value-added in the financial industry and software and information services increasing by 9.7% and 15.3%, respectively.
The city focused on high-quality development by creating 14 district-level industrial clusters with specialized focuses, implementing detailed plans for specific industrial segments in the five new cities, accelerating the rollout of 22 new functional projects and 10 key inter-district cooperative projects, vigorously advancing the transformation of areas like Wusong, Nanda, and Taopu, initiating major projects such as the comprehensive technological upgrade of Shanghai Petrochemical, and largely completing the construction of Changxing Island as a world-class marine equipment base, further enhancing the concentration of key industries.
Furthermore, the report stated that this year, the city will deepen the construction of its international economic center. Focusing on building a modern industrial system, it will continue to consolidate and strengthen the foundation of the real economy, persistently promote digital, intelligent, and green technological transformations and production line upgrades in industries such as petrochemicals and steel, accelerate the implementation of a number of major industrial projects in fields like integrated circuits, biomedicine, and artificial intelligence, actively support the development of industries including intelligent connected new energy vehicles, the marine economy, low-altitude economy, aerospace, and satellite internet, cultivate specialized digital industry clusters, and vigorously promote the expansion, quality improvement, and clustered development of the service industry.
