A foreign media journalist asked: One of the outcomes of the China-US summit was that both sides agreed to establish an AI dialogue mechanism, which includes a communication channel for AI-related emergencies. Prior to China's recent establishment of an international AI cooperation organization, China had consistently supported multilateral cooperation in the AI field, advocating a more comprehensive approach that includes formulating ethical guidelines, establishing relevant processes, and ensuring that AI remains under human control. The US position, by contrast, leans toward a limited approach focused solely on AI safety and early warning mechanisms between specific entities. Currently, this new China-US mechanism appears to reflect the US approach more. The spokesperson was asked whether China is adjusting its position on international AI governance, and whether this bilateral mechanism is sufficient to serve as a framework for global AI governance.
Guo Jiakun stated that China has always participated in global AI governance with a constructive and responsible attitude, continuously contributing Chinese solutions. China has consistently maintained that the primary role of the United Nations should be upheld to build a just and reasonable global AI governance system.
"At the same time, we are also willing to maintain communication and exchanges with the US through channels such as the AI intergovernmental dialogue. This is not only an important path to promote the beneficial and inclusive development of global AI, but also an essential part of building a constructive China-US strategic stability relationship based on respect, fairness, and reciprocity," said Guo Jiakun.
