Over 2,000 Households Await Heating as COUNTRY GARDEN's Zhengzhou Project Faces Repeated Delays

Residents of COUNTRY GARDEN's Xiliu Lake Mingcheng No. 9 Compound in Zhengzhou have raised concerns over unresolved heating issues nearly three years after the property's handover. Initially, authorities indicated heating would commence by December 2025 after collective efforts by homeowners, but the timeline was later postponed to March 2026 without a definitive date.

Ms. Zhang, a homeowner, revealed that the earliest batch of units was delivered in November 2023. With low occupancy initially, heating demands went unaddressed until the 2024 heating season. By March 2025, homeowners submitted all required documents for heating, and 60% paid a 200-yuan deposit in October, expecting service this winter. The thermal company had stated heating would proceed once 55% of residents paid deposits. However, delays arose due to incomplete external pipeline construction and lack of heat sources, with promised dates shifting from November 15 to year-end.

On December 4, homeowners visited local authorities seeking clarity but were told pending approvals for assessments and procedures caused further delays. The property management confirmed internal heating pipelines were ready, but external pipeline construction across five sections faced significant hurdles, particularly near Xiliu Lake and the South-North Water Diversion Project.

Property manager Qiao Bingquan explained that Zhengzhou Gaoxin Thermal Company lacks independent heat sources, relying on purchases from Zhengzhou Thermal Company. Despite assurances in mid-2025 that heating would begin by early 2026, coordination challenges—including cross-lake and water diversion construction—have stalled progress. Residents of the 2,088-household compound demand immediate heating agreements, noting nearby compounds already receive service.

Zhengzhou Thermal Company reported that the substation is complete, but pipeline construction along Jinshui West Road and Qingtan Road remains ongoing. Once finished, the 68.91万平方米 pipeline will serve 6,300 households. As of December, 570 meters of pipelines were completed, while sections near Xiliu Lake and Jialu River face delays due to ecological and safety reviews. Authorities are expediting approvals, with flood impact assessments expected by mid-December.

Community official Wang Zhili cited permit processing and air quality controls as key bottlenecks, pledging round-the-clock construction once conditions allow. Zhengzhou Gaoxin Thermal reiterated efforts to accelerate pipeline work, which will resolve heating for Compounds No. 8 and 9 south of Huagong Road.
