When the wave of computing power meets the trend of online micro-short dramas, what kind of dramatic change occurs? On April 14th, the event "Intelligent High-Tech, Creative Future – Zhengzhou High-Tech Zone Dual Policy Launch and Roundtable" was held, where the "Ten Measures of Zhengzhou High-Tech Zone to Support Computing Power Industry Development" and the "Several Measures of Zhengzhou High-Tech Zone to Promote High-Quality Development of the Online Micro-Short Drama Industry" were simultaneously released. Supported by a combination of "policy backing, technological platforms, and industrial communities," Zhengzhou High-Tech Zone is leveraging efficient, green, low-cost, and accessible computing power to enhance the productivity of the micro-short drama industry. By integrating artificial intelligence (AI) technology and the One-Person Company (OPC) innovation model, the zone is injecting vigorous momentum into industrial development.
Industrial infrastructure and technological platforms are advancing in tandem. Inside a professional studio at the Zhongyuan Advertising Industrial Park in Zhengzhou High-Tech Zone, bright lights and multiple camera setups are visible. A production team from Tianqiao Short Drama is using AI-assisted tools to film a new series, with footage of the actors' performances being transmitted in real-time to a backend editing system where staff use smart shot-separation tools to quickly adjust the pacing. "Producing hundreds of short dramas monthly, with over 30 billion views and coverage of more than 1 billion users across the internet," said Li Chuan, founder of Zhengzhou Tianqiao E-Commerce Co., Ltd. Tianqiao Short Drama uses Zhengzhou as its creative base, combining traditional Chinese stories, modern urban themes, and local cultures from overseas. Its content now reaches over 170 countries globally.
"We have precisely introduced supportive measures targeting the industry's pain points, aiming to allow enterprises to develop with peace of mind and confidence in the High-Tech Zone," said Shang Yuqi, Head of the Comprehensive Management Department of Fengyang Park under the Economic Development Bureau of Zhengzhou High-Tech Zone. The specialized micro-short drama policies launched by the zone cover the entire industrial chain. Companies constructing full industrial chain bases can receive support of up to 10 million yuan, equivalent to 10% of the actual fixed asset investment. Converting existing properties into filming bases can yield subsidies of up to 5 million yuan. The policies also support the global expansion of micro-short dramas, offering 50% support for translation and production costs and a 5% reward on overseas distribution revenue.
Concurrently, Zhengzhou High-Tech Zone released a specialized computing power policy, pledging to distribute up to 50 million yuan in computing power subsidies over three years to help enterprises reduce costs and increase efficiency. Beyond policy support, the simultaneous advancement of industrial infrastructure and technological platforms strengthens the foundation for the micro-short drama industry's growth in the zone. At the event, four "AIGC (AI-Generated Content) + OPC" industrial communities were officially announced: Tianjianhu AIoT Industrial Park, Gaoxin Digital Computing Industrial Park, Xintian High-Definition Audiovisual Production Base, and the Henan National University Science Park (West Area). These four communities collectively offer 50,000 square meters of rent-free space and ultra-low rental discounts, integrating core resources such as space, technology, policy, and services to provide full-cycle support for startups, small and medium-sized teams, and OPC entities. Currently, Zhengzhou High-Tech Zone has established a robust micro-short drama industry ecosystem, gathering over 1,200 online audiovisual enterprises and more than 600 companies within the micro-short drama supply chain.
AI empowerment is enabling "one-person companies" to enter a new entrepreneurial track. "Previously, producing an 80-episode traditional micro-short drama required 40 to 50 people working for over two months. Now, with the AI tools and computing power support from the High-Tech Zone, it can be completed in just over a week, significantly improving efficiency," explained Zhao Wujia, founder of Henan Zhixing Film and Technology Co., Ltd. Having previously focused on offline micro-short dramas, Zhao established a one-person company with support from Zhengzhou's policies and technology, specializing in AI-powered live-action short drama production. The newly released computing power policy specifically includes OPCs in its support scope, offering subsidies of up to 30% of the actual computing power expenditure, with a maximum annual subsidy of 300,000 yuan per entity, substantially reducing startup costs for individual entrepreneurs.
Furthermore, the four industrial communities in Zhengzhou High-Tech Zone provide comprehensive, full-cycle support services. Coupled with technological backing from platforms like the "Dream Drama" AI short drama production platform and the Unisplendour TTS model, entrepreneurs can manage the entire creative process—from script generation and filming to dubbing and editing—using a "one person + AI" model. Lu Haiyang, responsible person at Outstanding AI Technology, stated that AI transforms micro-short drama production from manual crafting to automated generation. Leveraging its self-developed platform and the High-Tech Zone's computing power subsidies, the company expects to produce 50 short dramas this year and achieve a 50% increase in revenue.
Shang Yuqi noted that the coordinated effort of the dual policies, dual platforms, and four communities marks the official entry of Zhengzhou High-Tech Zone's micro-short drama industry into a new phase of high-quality development characterized by "favorable policies, strong computing power, a complete ecosystem, and rapid innovation." Zhengzhou High-Tech Zone will continue to activate the synergistic energy between the online audiovisual and computing power industries, striving to create a nationally leading benchmark for AI micro-short drama innovation and inject new vitality into cultivating new quality productive forces.
