Nanjing Unveils Financial Incentives to Foster New Quality Productive Forces in Key Sectors

The Nanjing municipal government in Jiangsu Province has recently issued the "Several Policies on Accelerating the Cultivation of New Quality Productive Forces to Promote High-Quality Development (2026 Edition)". These policies provide substantial financial support to drive high-quality growth across industries. Specifically, for the development of the low-altitude economy, enterprises that launch new flight routes for logistics distribution and other low-altitude applications will be eligible for rewards of up to 5 million yuan. To enhance the quality, efficiency, and cost reduction of the logistics sector, a three-year action plan for high-quality development of producer services will be implemented. Recognized projects in key areas such as modern logistics will receive fiscal interest subsidies of up to 1 percentage point on loans. The policies also encourage service-oriented enterprises to extend their operations into production and manufacturing segments. Additionally, restrictions on urban delivery vehicles will be optimized, with potential exemptions from time and area limits for blue-plate freight vehicles engaged in city distribution. To strengthen international logistics hub functions, the status of Nanjing Port as a departure point for international shipping routes will be reinforced. Flight frequencies for international passenger and cargo routes to key regions including Central Asia, Africa, and ASEAN will be increased, and the capacity of China-Europe (Asia) rail services will be steadily upgraded.
