Micro short video production entities with stable output capacity, refined production quality, and market potential can receive a one-time reward of up to 2 million yuan.
Fifth, it improves public services by establishing a comprehensive service platform integrating government consultation, filming coordination, and financial support for overseas expansion. It implements a real-time series review mechanism and forms industry alliances to strengthen a diversified copyright protection system. For standard micro short video series, planning filings and final product online filing reviews will be conducted upon submission on working days, with planning filings completed within 2 business days and final product online filings within 5 business days.
Sixth, it assists in overseas expansion by establishing a micro short video overseas base in the Pudong New Area. Leveraging resources from domestic and international exhibitions like the Shanghai TV Festival and the Hong Kong International Film & TV Market, it aims to broaden international dissemination channels for quality works. Enterprises achieving high production quality, effective dissemination, positive social impact, and a certain scale in overseas expansion can apply for national key cultural export enterprises and projects, receiving rewards of up to 500,000 yuan.
Seventh, it focuses on building key industrial clusters, concentrating on technology application, content creation, and platform incubation to develop three major AI micro short video industry clusters in Xuhui, Yangpu, and Minhang districts.
Eighth, it improves the talent system by optimizing policies for attracting high-end talent, regularly conducting cross-disciplinary skills training, facilitating professional title evaluations for artistic and engineering roles, and promoting specialized vocational skill certification in AI audiovisual fields. Support is provided to relevant institutions for developing and offering complete courses in artificial intelligence and audiovisual creation, with rewards of up to 200,000 yuan per course based on training scale.
