Anhui Province Unveils Three-Year Action Plan to Stimulate the Intelligent Economy Through Public Data Development (2026鈥?028)

Deep News11-02

To unlock idle public data across various departments and sectors, accelerate the release of data element value, and better empower the province's intelligent economy, the General Office of the Anhui Provincial People's Government recently issued the Three-Year Action Plan for Implementing Public Data Development and Utilization in Key Areas to Promote the Intelligent Economy (2026鈥?028). The main contents are as follows.

The work targets focus on eight key sectors: advanced manufacturing (represented by automobiles), finance, logistics, healthcare, science, energy, water resources, and emergency management. A three-year campaign for public data development and utilization will be organized, cultivating a batch of typical data-use scenarios and exploring feasible paths for scenario-based development, market-oriented utilization, and commercial operation of public data. By 2028, the goals include: approximately 50 high-value data-use scenarios, around 30 high-quality datasets, about 200 data products and services, and more than 30 replicable and promotable industry solutions.

Six Major Promotion Measures

Strengthen Organizational Implementation

The Provincial Development and Reform Commission, together with the Provincial Data Resources Bureau, will provide overall guidance for the construction of data-use scenarios and coordinate to resolve related bottlenecks. Orderly promote the cultivation and opening of data-use scenarios in agriculture, cultural tourism, urban renewal, and other fields.

Improve Data Supply Quality and Efficiency

Plan and build a direct data access zone for vertically managed systems, and explore establishing a mechanism linking public data development and utilization with operation and maintenance funds. Except as otherwise provided by laws, administrative regulations, and decisions of the State Council, public data shall in principle be open, shared (returned to grassroots levels), or authorized for operation.

Expand Investment in Data Governance and Utilization

Strengthen fiscal and financial coordination, guide increased investment from social capital. Provide governance support to data source units as needed, encourage eligible cities to establish funds for innovative development of data elements. Strengthen the coordinated management of data assets in administrative and public institutions.

Innovate Data-Use Models

Establish a collaborative mechanism of "demand raised by data users, governance by data source units, and support by third-party service agencies" to develop high-quality data products and services. Plan and build innovation laboratories for data-use scenarios. Support large model training, inference, and intelligent agent development.

Build a Solid Security Barrier

Formulate and improve data security management regulations, and enhance compliance governance capabilities for large models and intelligent agents. Implement security risk reviews for public data development and utilization, and improve risk identification and control. Promote the implementation of data security protection responsibilities, and facilitate and regulate cross-border data flows.

Foster a Data-Use Atmosphere

Create the "Wan Data Mall," attract and cultivate high-quality data merchants, and build the "Data Micro-Merchant" brand. Conduct open evaluations of data-use scenario construction to improve the quality and efficiency of public data supply, development, and utilization. Publish a white paper on public data scenario applications, and strengthen the promotion of typical cases and commercial solutions.
