The Shanghai Municipal Commission of Economy and Informatization, along with other departments, has released the "Shanghai Action Plan for Advancing Industrial Internet Platforms to Empower Industrial Development (2026–2028)." The plan emphasizes enhancing e-commerce capabilities for specialized industrial goods. To address the small-batch trial production needs of chips used in fields such as humanoid robots and low-altitude drones, the city will encourage enterprises to establish online procurement and trading platforms for electronic components. These platforms will develop intelligent component selection tools and offer cloud manufacturing solutions for products like MCUs and silicon carbide power chips. Companies are also encouraged to build procurement and scheduling platforms for port machinery spare parts, improve the quality of core components such as reduction gearboxes, and accelerate capabilities in channel integration and automated replenishment. Support will be provided for enterprises to create one-stop procurement and trading platforms for scientific research supplies, strengthen product portfolios including research reagents and analytical reagents, and expand scientific instrument systems such as ultra-pure water systems and bio-imaging systems. This will help improve self-sufficient solutions covering "reagents + equipment + consumables." Additionally, enterprises will be supported in accelerating the establishment of an international trading center for electronic materials, developing specialized trading, smart logistics and warehousing, and efficient import-export customs clearance services to address bottlenecks in the industrial supply chain.
