The "Dual-High Synergy" high-level achievement transfer and transformation base in Haizhou District (High-Tech Zone) of Lianyungang recently signed agreements with Nanjing Tech University and Jiangsu Ocean University, establishing an innovation "bridge" to inject new momentum into regional technological advancement and industrial upgrading.
Since the launch of the "Dual-High Synergy" pilot program, Haizhou District has leveraged its "343" industrial system, prioritizing enterprise demands and industrial innovation to explore new pathways for university-local collaboration. The initiative has deepened the integration of "technology" and "industry," forming alliances with 21 universities and research institutions, resulting in over 100 industry-academia cooperation projects with cumulative funding exceeding 10 million yuan, solidifying a foundation for high-quality development.
As a national high-tech zone, the integrated Lianyungang High-Tech Zone and Haizhou District now span 145.2 square kilometers, focusing on three pillar industries—biopharmaceuticals and high-end equipment—alongside four emerging industries and three service sectors. In 2024, it ranked 71st among China’s 178 national high-tech zones, with high-tech industries contributing 84% of its output value.
The district has implemented a comprehensive "Five Ones" development framework, including an innovative "1+2+N" coordination task force led by top officials from both sides. Monthly consultations, quarterly evaluations, and annual assessments ensure operational efficiency, with four joint meetings and 16 thematic sessions held so far. Partnerships with Jiangsu Ocean University and Nanjing Tech University include a "1+5+5" co-construction agreement and policies to accelerate sci-tech and industrial innovation. A three-year action plan, backed by 10 million yuan in funding, promotes university-enterprise joint R&D through initiatives like "unveiling top talent projects."
Key to this synergy is industrial technology攻关. The district maintains a monthly-updated "dual list" matching corporate tech needs with academic research outcomes, identifying 34 critical demands and releasing 40+ achievement listings this year. Initiatives like "Experts in the Park" have facilitated 11 rounds of visits to 32 companies, relocating university labs to enterprises and embedding R&D成果 in supply chains, yielding 30+ new collaborations and 10+ ongoing projects. Partnerships with institutions like Nanjing University and Southeast University have advanced major projects, including Wukong Intelligent Computing.
Platform co-construction and talent cultivation further underpin progress. A 3-billion-yuan high-tech母基金 has invested 146 million yuan in nine key projects, establishing a full-chain incubation system from concept validation to commercialization. Plans include a Nanjing Tech University innovation outpost for "R&D in Nanjing, transformation in Lianyungang." Talent initiatives feature dual-appointment roles, with 17 professors serving as "tech deputies" in firms and three entrepreneurs lecturing at universities. Jiangsu Ocean University deploys 500+ students annually to leading enterprises for internships, alongside共建 employment bases and graduate workstations.
