Fujian Pinghe Rural Commercial Bank Fined 888,000 Yuan for Violating Account Management Regulations

On January 14, the Administrative Penalty Decision Information Publicity Form of the Zhangzhou City Branch of the People's Bank of China revealed that Fujian Pinghe Rural Commercial Bank was penalized for multiple regulatory breaches. The bank was found to have violated account management regulations, conducted transactions with clients of unidentified identity, and breached rules concerning the collection, provision, and inquiry of credit information. Additionally, the bank contravened regulations on Renminbi anti-counterfeiting, management of circulating Renminbi, and the rules against withholding fiscal deposits or funds, as well as data security management protocols. As a result, the Zhangzhou City Branch of the People's Bank of China issued a warning and imposed a fine of 888,000 yuan.

Lai Mouyu (then Vice President of Fujian Pinghe Rural Commercial Bank Co., Ltd.) and Huang Moujie (then General Manager of the Inclusive Finance Department at Fujian Pinghe Rural Commercial Bank Co., Ltd.) were each fined 10,000 yuan. They were held accountable for the bank's violation of conducting transactions with clients whose identities could not be verified.
