The General Office of the Shanghai Municipal People's Government issued the "Shanghai Action Plan for Promoting High-Quality Development of Small and Medium-Sized Enterprises" on October 29.

Among its provisions, the plan calls for ensuring stable energy and resource supply and prices. It includes strengthening the supply and price stability of energy resources such as refined oil, natural gas, and bottled liquefied petroleum gas.

The plan also calls for implementing the fourth regulatory cycle transmission and distribution price reform plan to lower commercial and industrial electricity prices.

It proposes optimizing electricity pricing policy for computing power centers, referencing the original large industrial users in applying large industrial deep valley electricity prices.

The plan expands the scope of the time-of-use electricity pricing policy for agriculture, extending preferential policies to 12 modern agricultural facility zones.
