On May 9, the Development and Reform Bureau of Pengyang County, Ningxia, issued a notice regarding the acquisition of distributed photovoltaic power stations for rural public institutions in 2025. The acquisition targets distributed photovoltaic stations invested in and constructed by private enterprises within Pengyang County, which must be connected to the grid by June 1, 2025. The purchase price will be determined based on formal assessment results from a third-party evaluation agency, subject to collective deliberation by the county's photovoltaic station acquisition task force. The total acquisition capacity is capped at 10 megawatts, with the final volume to be based on the actual assessed amount. Details are as follows:

To relevant construction enterprises and departments: In accordance with the "Pengyang County 2025 Rural Public Institution Distributed Photovoltaic Power Station Public Acquisition Work Plan" and other relevant documents, the matters concerning the acquisition are hereby notified as follows:

1. Acquisition Scope The acquisition covers distributed photovoltaic power stations for rural public institutions within Pengyang County that were invested in and constructed by private enterprises in 2025 and connected to the grid by June 1, 2025.

2. Acquisition Price The purchase price per unit will be finalized based on formal assessment results from a third-party evaluation agency, following collective deliberation by the county's photovoltaic station acquisition task force.

3. Acquisition Capacity The total acquisition capacity is limited to within 10 megawatts, with the final volume to be determined based on the actual assessed amount by the third-party agency.

4. Acquisition Process a. Enterprise Self-inspection and Registration (by May 20, 2026): Participating construction enterprises must conduct self-inspections of their power station construction and operational status, addressing any safety production issues. After completing self-inspection and rectification, ensuring compliance and normal operation, enterprises should submit acquisition applications to the county's acquisition task force. b. Asset Audit and Evaluation (May 21 to June 15, 2026): A third-party evaluation team will assess the power stations' compliance, construction status, asset condition, equipment operation, debts and credits, contract fulfillment, income distribution, feasibility of rectifications, and budget, issuing an evaluation report. c. Power Station Acquisition (June 16 to June 30, 2026): The county acquisition task force will determine the purchase price based on the evaluation report's findings. After publicizing the intended acquisition stations and prices, the acquisition process will commence.

5. Work Requirements Relevant construction enterprises must attach great importance to this acquisition, strictly completing self-inspections, rectifications, and application submissions according to the timeline, ensuring the authenticity and completeness of submitted materials and standardized project operations. Relevant departments should enhance coordination and cooperation to ensure that evaluation, acquisition, and other tasks proceed efficiently and in accordance with laws and regulations.
